You can do split funding with split time and attendance reporting to document, both state and federal portions of the different projects and funding.
You could fund positions fully with federal funds to also include fringe benefits if it is covered in your 5 year plan (and allowable).

All,
A couple of questions have arisen about how LSTA covers staff wages, etc. We lost our resident expert unexpectedly, and I couldn't find any written guidance that covers more detailed information. If you know of something that covers the nitty gritty of the LSTA grant, I would love to learn it!
1. Are you supposed to use LSTA to pay 100% of staff salary for approved project work, or is the state supposed to pitch in?
2. Is LSTA money used for benefits?
