[lstac] Clarification on iMLS Shutdown Email

Hello all,

This is my first shutdown as LSTA Coordinator. I am not sure if I am
reading the email from Teri correctly. It says that staff can come in
process to process Grants to States payment requests on a limited basis and
to continue to submit requests. However, it also says that activities may
continue, but we would have to submit an email why funding is critical.
Does that mean we will only get reimbursed if we can justify it is *imminent
threat to life or property? *Any insight would be greatly appreciated.
