Howdy!
I can see IMLS paying for the training as Services, but not the dog. We had animals come up during COVID with the ARPA/CARES funds when we needed to be specific and allowed “fish tanks (fish or other live animals not included)” for a “trauma-informed library package.”
Seems like we also had chicks come up before, but I believe that was for a STEM program. Not saying we funded it, just that there was a discussion.

Would the therapy dog fit under "Research on Animal Subjects"? The dog wouldn't be used for research, but the assurances do say compliance pertains "to the care, handling, and treatment of warm-blooded animals held for research, teaching, or other activities supported by this award of assistance."
Melanie, this seems like WAY too much work for you to monitor, especially because you have to make sure the dog is being properly cared for!

Fascinating indeed!
Definitely would be interested in the care of the dog and then what happens to the dog after the grant ends. Additionally, I would be interested in the training component and the length of time it takes to complete the training and would that be completed prior to the end of the of the grant period.
I am assuming the dog wouldn’t be an expensive breed and over $10,000 but the thought of dog as equipment has made me chuckle.
Interested to hear the final outcome!

I have an applicant applying for our larger LSTA grant round requesting funds for a therapy dog and the training. They have a partner organization that selects and trains the dog. (It's unclear from the application who will be caring for the dog). The grant is otherwise well thought out and has supporting data.
We have another library in our state with a cat, who has his own blog and a fan club with swag for sale, so I can see how having a therapy dog in the library has benefits beyond improving fluency and mental health. I see nothing in the 2CFR about live animals... oh my!
