[lstac] changes to 2026 grant award guidance and assurances and certifications

Teri's IMLS reminder and update email from 12/23 included the finalized and posted 2026 Grant Award Guidance and Assurances and Certifications.

Passing along what I noted in case this is helpful to anyone else.

The main changes were on page 2 of the Assurances and Certifications under the Nondiscrimination section.

There were also a few references in the previous Grant Award Guidance and Assurances and Certifications about the retirement of FSRS.gov system (data and functionality transitioned to Sam.gov) but those have been removed given that the transition has happened.

Back in July when the AG's Guidance was issued, Georgia reached out to IMLS and then shared what they were told on this listserv (attached).
