We have a spectrum of very poor to very wealthy libraries and still only do reimbursements. I let them request as often as they like for reimbursement (and have regretted that this year), but I have had no complaints even from the small libraries.

I would be concerned that they would not manage funds given out up front well, based on what I see in reimbursement requests. And after 6 years of grants, including a very simple summer programming grant designed to be easy for everyone, the issue I have is
just getting them to spend the $ and submit the reimbursement. They take their own time on both steps.<br>
