<p>I learned something today that everyone else probably already knows, but I thought I'd share.<br>

work – such as a needs assessment – is not considered construction work – even though it may be related to construction projects or activities. So long as the vendor is not providing actual “hammer and nail” construction services, it would be considered an
allowable expense.</span> </span></span><br>
