<p class="MsoNormal"><span style="color:#1F497D">I’m going out on a limb here, and if I’m wrong I hope someone will speak up and correct me! We have basically been involved in all the scenarios mentioned – just not all with LSTA funds.

<p class="MsoNormal"><span style="color:#1F497D">We have used ARPA funds to contract staff from other state entities to provide training, and have used LSTA funds to contract library staff. We have definitely had library folks just do it on work time with no
compensation, but have also contracted via their institutions to “buy” that part of their time from their institution. I believe in some of those cases the institution did compensate the individual for taking on extra duties.

<p class="MsoNormal"><span style="color:#1F497D"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="color:#1F497D">The only prohibition I know around contracting state staff is that we can’t be double paid – so we can’t get paid in addition for something that is part of our job and we’re doing on work time. My former boss
preferred for us to just do most things on work time, but there were instances where I’ve done a contract via my agency with an external entity for extra work I was doing on work time. I’ve also worked as a consultant for work that is similar to what I do
for work (the YA consultant side of my work, not the LSTA coordinator), but we have an agency process we need to do to get cleared for that type of thing and it has to be done outside of work time.

<p class="MsoNormal">We have need of training in an area where none of the expertise is in Texas. So, we want to explore contracting with staff in other states. But this comes with several issues, so I’m seeking input from this illustrious group.

<p class="MsoNormal">Do any of you have programs where you are contracting or hiring local library staff to provide training for your constituents? The same question goes for state employees from other agencies.<o:p></o:p></p>

<p class="MsoNormal">If so, how are you compensating them, if at all? Are the services being provided as part of their regular job duties or are they allowed to be compensated directly for their time or services? Are you paying the entity they work for? Are
there any prohibitions on contracting with local or state staff? In Texas, there is a prohibition against paying public servants for something they would normally do as part of their jobs. Do other states have similar prohibitions on compensation?<o:p></o:p></p>
