<p class="MsoNormal">We do awards to Friends groups. This only involves a few large urban library districts. The Friends act as the library’s fiscal agent with library staff managing the grant. Colorado has the TABOR (tax-payers bill of rights) law that we
must contended with. It generally limits the amount of revenue governments in the state can retain and spend. If the entity goes over a certain amount of revenue it must be paid back to the citizens of the state. Allowing the money to flow through the Friends
group helps the library keep their revenues in check so this doesn’t happen. We’ve done for year’s and have never had an issue.
