<p class="MsoNormal">We have a mixed bag. I’m really looking for exclusion language.

<p class="MsoNormal">We have a history of not awarding to friends groups, but we have run into instances where the larger libraries don’t want to be bothered with smaller grants so they enlist the friends groups to manage the smaller grants.

<p class="MsoNormal">We award to nonprofits, such as consortia, but by our definition the friends groups meet the nonprofit criteria as well. The language currently reads “nonprofits applying on behalf of accredited libraries, etc.” to allow for consortia and
other groups who work with libraries.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">I’m trying to tighten the requirements to rule out the small groups. Working with our accreditation officer, one requirement will be that the friends group has to have the written permission from the fiscal agent, if they are not the fiscal
agent, to manage the grant.<o:p></o:p></p>

<p class="xmsonormal">We do not allow this. Our eligible organizations for grants are only legally established public libraries or HLC accredited academic libraries. The grant contract must be with those libraries legal fiscal agent.
