 total annual collection expenditures, and no library’s fee can increase more than 10% over the previous year’s fee. Over the years, these guardrails have meant that most members’ fees have remained flat for the past 4 to 5 years—so that the amount collected
 in fees is no longer reflective of the actual amount needed in member contributions.<u></u><u></u></span></p>
