<i>supposed</i> to use those funds to pay salary for staff assigned to approved project work, it’s your choice. If you have someone on payroll who spends time on LSTA projects, then you definitely are allowed to use those funds to pay their salary, proportionate
to the time they spend working on projects. But if you’d prefer to put that money towards other project expenses while using state funds to pay your staff, that’s fine too. So it’s
