Justice Reinvestment Act Planning Moving Forward
CVSD Director, Shannon Sivell, spoke at the Oregon Criminal Justice Commission 2015-17 Justice Reinvestment Summit on April 6, 2015. Ms. Sivell spoke on a panel with Vanessa Timmons, Executive Director of the Oregon Coalition Against Domestic and Sexual Violence; Jayne Downing, Executive Director of the Center for Hope and Safety; and Carrie Naughton, Crime Survivors Program Director of Partnership for Safety and Justice. The presentation focused on the importance of investing corrections savings in services for victims. Ms. Sivell highlighted the need to direct funding to Child Abuse Intervention Centers. The summit was attended by law enforcement, prosecutors, corrections administrators and victim service providers from every county. Oregon's Attorney General Ellen Rosenblum closed the summit with a great talk on victims services and victims' rights.
As part of the Justice Reinvestment Act, counties will be eligible to apply for grant funds to build and strengthen collaborations between law enforcement and community-based victim service providers. 10% of the Justice Reinvestment Act dollars are specifically dedicated to victim services as determined by the county. Possible uses of the funds include building capacity within local Child Abuse Intervention Centers and Domestic Violence and Sexual Assault Organizations. It is important that those of us working in child abuse intervention become involved with the local process so that the interests of child abuse intervention services are included in local plans.
Oregon is first state to include victim service funding as part of its Justice Reinvestment Act plan. The Oregon Department of Justice, Crime Victims' Services Division has been providing technical assistance to the Criminal Justice Commission as they prepare to roll out this program. It's exciting to have another state partner focusing on victim service funding!

2015 Public Law Conference
2015 Public Law Conference is now open for registration. The conference will be held at the Salem Convention Center on October 27th and 28th, 2015 and features more than 40 workshops on topics of importance to state agencies. AAGs may register for free for the conference and will be asked to participate in the networking lunch (Informal, small group discussions during lunch.) Other DOJ employees may register for the conference for free with approval of their supervisor. AAG and staff registration is on a space available basis (i.e., client agencies will be given priority if a workshop is filled.) To register as a DOJ employee for the conference select the "Staff and Presenter" registration option and use the code "Robertson". (Please don't share this code/email outside DOJ.

Tribal, State and Federal Summit: Protecting and Healing

The Oregon Department of Justice, Crime Victims' Services Division, in support of the "Tribal, State and Federal Summit: Protecting and Healing" sponsored by The Confederated Tribes of the Umatilla Indian Reservation (CTUIR), is pleased to announce a free training opportunity that includes a pre-conference with disciplinary specific training in advocacy on May 19, 2015. Please see the attached Tribal, State & Federal Summit Brochure, Agenda, and Registration Form for more information. A copy of the DOJ CVSD Scholarship Application and Criteria is also attached.
Participants from 43 tribes in three states (Oregon, Washington, and Idaho) along with state, federal and tribal law enforcement, prosecution, probation and parole, judges and domestic violence advocates have been invited to attend the training.
DOJ/CVSD will be using grant training funds to offer up to 10 scholarships (not to exceed $500 per individual) for travel, lodging and meal costs in accordance with federal per diem requirements. Please see the attached scholarship application for criteria and terms.

DHS Revised Domestic Violence Guidelines and Computer Based Training
DHS has provided a link to their newly revised Domestic Violence Guidelines http://www.dhs.state.or.us/caf/cw_stafftools.htm The changes more closely align the guidance with the Oregon Safety Model (OSM) refresh.
Additionally, DHS has a new computer based training (CBT that reviews their guidance on cases with domestic violence. This resource was created by the PSU-Child Welfare Partnership and is available thanks to the Safer Futures grant, administered by the Crime Victims' Division of the Oregon Attorney General's Office.
