Greetings MDT Members, Attached please find an updated Regional Service Provider Brochure. This document outlines the core regional services available to your MDT and CAIC through your Regional Service Provider. If you have questions regarding specific training or technical assistance needs, please contact your Regional Service Provider or the CAMI Program. If you are uncertain of who your Regional Service Provider is, a list of providers and the counties they serve is included in this document.

REMINDER: Out of State Training and Travel
DOJ Policy requires pre-approval for any out of state training and travel paid for with CAMI funds. Adequate justification for the out of state travel must be provided. If out of state travel was not included in your CAMI grant application, you can submit an amendment with information regarding the training, who will attend, the estimated expenses and why it is necessary to attend training outside of Oregon. Requests must be approved in writing before funds are expended. If you have questions, please contact Robin.

Legislative Updates
SB 1550-related to recording grand jury testimony-was amended by the Senate on February 15th to, among other things, increase from 15 to 18 the age for victims whose testimony may be introduced to grand jury through testimony of a peace officer rather than by the victims themselves. The current version of the bill is attached.
SB1553-extending the time for prosecuting certain crimes, requires presentation of exculpatory information to grand jury and exempts from disclosure images related to the death of a person in certain circumstances-was amended by the Senate on February 17th. The engrossed version is attached.
SB1556-expanding the definition of 'physical injury'- amendments proposed 2/5 and 2/9/16.
SB1571-regarding testing of sexual assault kits-engrossed 2/12/16 with a Senate amendment requiring medical facilities to notify law enforcement of collection of a sexual assault kit within 7 days.
HB4013-regarding creation of elderly and vulnerable fatality review teams- amendments proposed 2/9, 2/10 and 2/11/16.
HB4099-postponing implementation of child sexual abuse prevention instruction programs-no change.

The report describes the cycle of involvement in the juvenile justice, criminal justice, and child welfare systems affecting youth who engaged in survival sex and are self-identified as lesbian, gay, bisexual, transgender, or questioning (LGBTQ) youth; young men who have sex with men (YMSM); and young women who have sex with women (YWSW). The report found that more than 70 percent of LGBTQ youth had been arrested at least once, with some experiencing violence, abuse, and disrespect when interacting with law enforcement and system stakeholders. The blog calls for law enforcement to improve responses to LGBTQ youth through trauma-informed support, specific protocols for victims of trafficking, safe and supportive arrests, and proper shelter options. In addition, the blog details recommendations from study participants on how law enforcement, courts, and child welfare can better interact with LGBTQ youth, including LGBTQ sensitivity and cultural competency training.

Office for Victims of Crime Video Series Addresses Human Trafficking

Last Chance to Apply for Pay for Success Feasibility Assistance: Deadline Friday!
[SIF]This week is your last chance to apply to receive Pay for Success (PFS) feasibility assessment technical assistance with NCCD. We will select up to three entities to receive extensive technical assistance to determine the feasibility of using PFS to support evidence-based youth development programming. This programming must focus on reducing racial inequities in child welfare and juvenile justice systems through preventing entry into these systems and/or improving life outcomes for system-involved youth and young adults of color.
Pay for Success projects bring together government agencies, private investors, service providers, and other stakeholders to finance, implement, and evaluate programs that have proven to be effective in meeting an identified social need. The PFS approach combines NCCD's commitment to innovation and our expertise in evidence-based problem solving.

The Administration for Children and Families is pleased to announce that the 20th National Conference on Child Abuse and Neglect (NCCAN) will be held August 31-September 2, 2016 at the Grand Hyatt Washington in Washington, DC. This much-anticipated 3-day event will feature a variety of interactive learning opportunities including plenaries, workshops, skill-building sessions, and more.

Sponsored by the Children's Bureau's Office on Child Abuse and Neglect, the 20th NCCAN will bring together professionals, researchers, policy makers, parents, and volunteers from a wide variety of disciplines who share a commitment to ensuring the well-being of children and families. The NCCANs are widely recognized as being unique in their scope and the deep diversity of participants. This year's theme, Building Community, Building Hope, acknowledges the tremendous power in communities to address the problem of child abuse and neglect, and reflects our goal of providing a multidisciplinary forum focused on intersections of research, policy, and practice related to promoting child and family well-being and protecting children, to ensure that they grow up to achieve their full potential, free from abuse and neglect.

The 20th NCCAN will be held at the Grand Hyatt Washington in downtown Washington, DC. Details on how to book your room reservations at the per diem rate will be available in February 2016.

Online registration will open in May 2016. There will be no registration fee for the 20th NCCAN. You will receive updates on the 20th NCCAN in the coming months.

What: Nurse Practitioner
Where: Medford, OR
The Children's Advocacy Center of Jackson County seeks a highly qualified Nurse Practitioner to perform medical evaluations of suspected child abuse victims. The provider shall conduct examinations in the clinic setting, and will also participate in child abuse prevention efforts and education. Pediatric experience is required, and knowledge in the diagnoses and treatment of child maltreatment is preferred. Duties would include direct patient care in the Children's Advocacy Center clinic to include some after hours and on call coverage. The provider shall be supervised by the CAC Medical Director. The provider would also be required to testify in the event of legal proceedings. The Children's Advocacy Center is looking for a highly motivated professional to join our mission which is to provide a compassionate, multidisciplinary approach to the prevention, treatment, identification, investigation, and prosecution of child abuse. Provide mental health clinical assessment, diagnosis, and treatment of sexually and physically abused children and support for their non-offending families. Participate in Children's Advocacy Center training and collaboration with other agencies in responding to child abuse reports. : Master's Degree in mental health related field and a professional license in social work or marriage and family therapy. We prefer at least five years of experience in a mental health setting dealing with individual, family, and group therapy for a range of child abuse and neglect issues, including domestic violence and drug endangerment. Applicants should have a thorough knowledge of the principles and practices of mental health diagnosis, treatment planning and effective treatment modalities and the ability to work cooperatively with families, law enforcement, other agency personnel, and community partners.
