Subject: Juvenile practice standards workgroup



The Health Licensing Office (HLO) and the Sex Offender Treatment Board oversee certified treatment providers. House Bill 2633 (2017) expanded the client base to sex abusers who have not been convicted or adjudicated and it added a third provider certification.



One of the duties of the Board is establishing practice standards and guidelines for the treatment of adults, juveniles and the developmentally disabled.



The Association for the Treatment of Sexual Abusers (ATSA) has released updated practice standards and guidelines for treating adolescents with sexual behavior problems. HLO and the Board is convening a workgroup to review the current Board-approved practice standards and guidelines for treating adolescents, the new ATSA guidelines and any other current information on treating adolescents. One of the issues the workgroup will address is the controversy around the use of polygraphs with adolescents.



The workgroup will recommend juvenile practice guidelines to the Board, and the Board will consider the recommendations and ultimately adopt new guidelines by rule.



The groups the Board would like to be represented in the group and the number of people from that group include:

*         Community-based providers certified through the Sex Offender Treatment Board (SOTB). (2)

*         Residential juvenile provider who may or may not be (SOTB) certified. (2)

*         County juvenile department representatives. (3)

*         Sexual assault victim advocate or violence preventionist. (1)

*         Department of Human Services employee with a dedicated caseload of youth with sexual behavior problems. (1)

*         Oregon Youth Authority employee who specializes in youth with sexual behavior problems. (1)



The first meeting will be 8:30 a.m. to 2 p.m. on Feb. 21, 2018, at HLO, 1430 Tandem Ave. NE, Suite 180, Salem OR 97301-2192.



The number of workgroup meetings is unknown and depends on how quickly the group can establish recommendations for the Board. If you are interested in participating, fill out the attached form and return it to HLO by noon Feb. 9.
