The CAMI Program is grateful for the hard work, expertise, and time devoted to accomplishing this project by the Oregon Network of Child Abuse Intervention Centers, the CAMI Regional Service Providers, and the many, many, individuals and organizations who assisted them.  We are also grateful for the funding provided by Oregon’s Children’s Justice Act Task Force, without which this revision would not have been possible. MDT Day 2018 will focus on refreshing general MDT meeting skills with an emphasis on fatality review. Our feature presenter will be Abby Collier, Director of the National Center for Fatality Review and Prevention. Topics will include tips for effective, victim centered meetings, prevention oriented fatality review, spotlight on teen suicide and other increasing causes of child death, and keeping your team healthy. This training is recommended for MDT and Fatality Review Team members interested in learning or refreshing case review skills.

The National Center on Substance Abuse and Child Welfare (NCSACW) is pleased to announce the availability of Substance Exposed Infants: A Report on Progress in Practice and Policy Development in States Participating in A Program of In-Depth Technical Assistance, September 2014 to September 2016.<https://ncsacw.samhsa.gov/files/IDTA_Executive_Summary.pdf>

This Executive Summary highlights the lessons, challenges and barriers, state strategies, and progress made to strengthen collaboration and linkages among multiple systems and stakeholders to improve outcomes for infants with prenatal substance exposure, their caregivers, and families from the five participating states: Connecticut, Kentucky, Minnesota (with a focus on tribal communities), New Jersey, and Virginia.

The NCSACW’s Substance Exposed Infants In-Depth Technical Assistance (SEI-IDTA) initiative, funded by the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Treatment (CSAT) and the Administration on Children, Youth and Families (ACYF), Children’s Bureau’s Office on Child Abuse and Neglect (OCAN), is designed to help states respond to growing concerns about opioid use during pregnancy, the increasing number of infants with prenatal substance exposure, and the lack of coordinated and ongoing services needed to support infants, families, and caregivers during the critical postpartum and infancy period.

Children’s Justice Act Priorities Survey

Every year, the Oregon Children’s Justice Act (CJA) Task Force receives a federal grant to fund projects that address INVESTIGATION, PROSECUTION, and JUDICIAL HANDLING of suspected child abuse or neglect cases. The Task Force is currently prioritizing how to spend this money over the next three years. Your voice matters! By completing this anonymous survey, you will be part of this discussion. CARES NORTHWEST ACCEPTING PROPOSALS FOR A WASHINGTON COUNTY LOCATION



CARES Northwest is excited to announce a new opportunity to improve access, response and services for children, families and community partners. We are accepting proposals for a CARES Northwest location in Washington County.



Due Date: March 30, 2018 by 5:00pm.



Eligible Applicants: Any entity (including not-for-profit corporations, for-profit entities, health systems, government agencies) with a minimum of 4,875 square feet of office/clinic space available in Washington Co.



Requested Services: Child abuse medical evaluations, forensic interviews, family support/advocacy, and trauma focused cognitive behavioral therapy. Depending on funding and availability of space, other services may include intake triage, prevention, offices for community partners, and space for training community members.



Goal of Services: Our goal is to make CARES Northwest services more accessible to Washington County children, families and community partners.

The investigating officer (IO) is one of the most important witnesses in a sexual assault trial. The IO is often the one who sits at counsel table and ties all the evidence together at the end. The investigator may testify several times if necessary - often during the prosecution´s case in chief and again in rebuttal.
From attire, to voice, to preparation, investigators must look and act the part. They should present as knowledgeable, credible, and likable.

Investigators should also be able to detail their training and experience from memory, explain their role in the instant case, and use practical analogies to explain complicated facts. The investigator should do all of this while maintaining eye contact with jurors, and a pleasant, respectful tone of voice - even on cross-examination.

In our latest Training Bulletin, prosecution expert Dr. Wendy Patrick highlights the importance of impression management for investigating officers (IO's) and provides detailed guidance on how to achieve that goal when testifying in a sexual assault trial.

First, she explains the role of the IO as a foundational witness, and offers a number of techniques for forming successful first impressions. No detail is too small - from the color of your suit, to the organization of your notes.

Dr. Patrick then discusses strategies to humanize the IO, and connect with shared values of judges and jurors. Can you pass her "Kitchen Table Test" for testifying IO's?  Read more and find out.

Not Just What You Say

The Training Bulletin then offers guidance on nonverbal behaviors and the use of language, because words matter, and never more than during a sexual assault trial. Technical jargon and "legalese" get in the way of effective communication. Humor can be a very dangerous strategy, but effective if used in very careful and strategic ways.
Dr. Patrick concludes by walking through the stages of the case trial, and detailing specific techniques for "anticipating the objection" and "staying cool in the hot seat." For anyone testifying in a sexual assault trial, you won't want to miss out on her expertise.

About the Author

Patrick is a San Diego County Deputy District Attorney, recognized by her peers as one of the Top Ten criminal attorneys in San Diego by the San Diego Daily Transcript, and named the Public Lawyer of the Year by the California State Bar Public Law Section. Dr. Patrick has completed over 160 trials ranging from hate crimes, to domestic violence, to first-degree murder.

In her current assignment in the Special Operations Division, she handles sensitive cases involving public officials, officer-involved shootings, and attorney misconduct. In her previous assignment in the Sex Crimes and Human Trafficking Division of the San Diego County District Attorney's Office, Dr. Patrick prosecuted sexually violent predators, human traffickers, stalkers, rapists, and child molesters.  She served as co-chair of the statewide California District Attorneys Association Sexually Violent Predator Committee, and Human Trafficking Committee.

Dr. Patrick supplemented her comprehensive career experience, having worked as both a prosecutor and a criminal defense attorney, with extensive research in connection with her PhD thesis. Her dissertation focused on the psychology of attraction as used by sex offenders and other undesirables, and how to spot the red flags - both on and offline.

This position provides regularly scheduled evaluations, urgently scheduled evaluations, and intermittent consultations. Liberty House medical providers participate in a multidisciplinary team environment and work in collaboration with child forensic interviewers, family support specialists, community medical providers, hospitals, child protective services workers, and detectives, officers or deputies from law enforcement agencies. Position Summary: Liberty House’s Hope & Wellness program is seeking licensed therapists to provide individual, family, and group counseling to children who have been impacted by trauma and/or grief. The role provides a rewarding opportunity to work closely with team members to help children and families thrive. Liberty House provides ongoing training and support. The purpose of this recruitment is to establish a pool of qualified candidates in order to expand availability of services. Start date(s) to be determined based on mutual agreement.
