New National Dataset Tracks Children’s Outcomes in Adulthood

In collaboration with researchers from Harvard University and Brown University, the Census Bureau has constructed the Opportunity Atlas<https://click.connect.hhs.gov/?qs=d259b59275dda47e49c732edb188541319b096ac5bac1d72f0248bf0bf24915b08346d6ff2fff3dae4a22723034244bd5a2039e1ea13accd>, a data visualization tool that uses comprehensive census tract-level data of children’s outcomes in adulthood. The tool produces maps that display data from almost the entire U.S. population and estimates children’s earnings distributions, incarceration rates, and other outcomes in adulthood by parental income, race, and gender. Court Preparation for the Medical and Legal Professions



Dates:  February 26-28, 2019 (2.5 days)

Location: Portland, Oregon (tentative location)



Trainers: Justin Fitzsimmons, J.D., SEARCH; Antoinette Laskey, M.D., Center for Safe and Healthy Families, University of Utah; Mark Hudson, M.D., Midwest Children’s Resource Center and Midwest Regional Children’s Advocacy Center; and Suzanne Starling, M.D., Chadwick Center for Children and Families, Rady Children’s Hospital San Diego



This training  is designed to build the knowledge and skills of medical providers and prosecutors who respond to, treat and investigate the physical and sexual abuse of children. The training addresses the respective roles of medical providers and prosecutors with regard to evidence collection and prepares each to elicit and provide unbiased, expert testimony in subsequent criminal court proceedings.



Learning Objectives

As a result of this healthcare participants will be able to:
1.    Develop a diagnostic approach to the medical management of the potentially abused child
2.    Effectively communicate with non-healthcare community professional partners like child protection services, law enforcement and lawyers
3.    Understand the scope of their practice and be able to communicate effectively in a legal setting regarding their training, experience and clinical decision-making in cases of suspected abuse

Legal professionals will be able to:
1.    Understand medical consultant reports about victims of child maltreatment
2.    Develop a strategy for effectively presenting medical expert witness testimony
3.    Be familiar with common defense theories regarding different forms of child maltreatment



Training Participants: This training is limited to sixteen, two-member teams (or a total of 32 participants) that include the following:
•         One healthcare provider (e.g., physician, nurse practitioner, sexual assault nurse examiner or physician assistants) who provides medical evaluations for suspected victims of child abuse; this training is not designed for nurses or other healthcare providers whose role is to assist the examiner; and
•         One prosecutor or child protection attorney handling criminal cases of child abuse.

Priority will be given to applications representing both the healthcare provider and the prosecutor from the same multi-disciplinary team (MDT); however, as space permits, individual MDT members who fulfill these roles may also attend the training.



Training Fees: There is no fee to attend this training. WRCAC will provide three nights of lodging for each participant.  Airfare, meals and other expenses are the responsibility of the participant.

Jerri Sites, Regional Training Specialist for SRCAC, collaborated with Eddie Chase, Senior Attorney for the Child Abuse Prosecution Project of the Association of Prosecuting Attorneys (APA), to write a monograph titled The MDT Approach to the Investigation and Prosecution of Child Abuse Cases Involving Recantation. The monograph expands on Jerri’s Research-to-Practice paper<http://r20.rs6.net/tn.jsp?f=001X0M-2FDLMAYleCuAZOfjEX4xSo_kA0EjjkwP0ARXueUGeD6nl59pukvJV1DYj5sdPuuP5ULvqRXTs8M6U-TiqlL2pUEPDvBeTRrYK9408Clzx-6KBSw0n5tB_fBcEYDEqqBeTl9-D1YGSRihzfoMdXt2vxQfWZj5wQNLueETfNVcm_UusQKkNAixxW7ItTo3HDCElFRWaNiWE-8U1f2P-Q==&c=AxA8ytGoaewZgY8-g4i1b3ZkppEHFSp69hCQ0nfrdAOdrA9lOgN4Nw==&ch=XzEt_bkug3qkz2AjnDBO9zYyl-g3VrZ75YpOXW1dG4qoB5iKKxzm3g==>, which focuses on reducing the potential for recantation, and was
published by SRCAC and the National Children’s Advocacy Center in September 2017.


The monograph shares additional research-based information related to the investigation and prosecution of child abuse cases in which children recant. By including case scenarios to illustrate the system’s response to recantation and the MDT’s effort to prevent recantation from occurring, the authors paint a picture of the difficulty child abuse professionals can face, as well as the successes they can share when working together as a team.

Medical and Legal Training Academy is a two-track concurrent training designed for medical providers (physicians, physician assistants, advanced practice nurses and RN-SANEs) who evaluate and treat child abuse victims and for legal professionals (prosecuting or child welfare attorneys) who prosecute child abuse cases.

KIDS Center: Forensic Interviewer

The Child Forensic Interviewer position includes gathering caregiver history from families and conducting video recorded forensic interviews of children (primarily aged 4-17), which includes note-taking, writing, and report editing. An interviewer may be called as an expert witness to testify in court. This position requires ongoing skill development in child abuse and neglect and child interviewing.

J Bar J Case Manager – Domestic Victims of Human Trafficking Program
The Human Trafficking Case Manager will provide services to victims of human trafficking in the Central and Eastern Oregon region of the state utilizing CYFC’s in-house services, contracts, partner agencies, and other collaborations.  This position will provide outreach, public awareness and training on human trafficking in the service areas.  The Case Manager serves as primary counselor and treatment provider for trafficked clients. Ensures daily needs of clients are met and assists them in working towards, understanding and implementing therapeutic goals and objectives as outlined in their individual treatment plan. Responsible for accurate and timely written documentation of services and data collection. This position is also expected to assist in providing services and written documentation as needed to any resident of the LOFT.
This position is a full-time, 40 hours per week position with variable shifts including days, swing, weekends and holidays. This position includes on call responsibilities.
