When states both effectively use data to inform their goal-setting for improvement and involve stakeholders in that process, they are better positioned to meet federal requirements, improve child welfare practice, and achieve better outcomes for children and families.

Although creating meaningful, data-driven plans can be hard work, agencies need not “reinvent the wheel;” rather, they can use existing continuous quality improvement processes and data to explore problems or monitor progress toward goals in their strategic plans (e.g., Child and Family Services Plan, Child and Family Services Review Program Improvement Plan).

In addition, agency partners, such as courts, tribes, parents, and youth, can provide valuable insights into what the data from these processes mean and what solutions might work to address challenges. Some stakeholders, such as courts, may also have data of their own that can help enhance understanding about the problem and monitor the effects of any solutions that are implemented.

Facts

  * The Children's Bureau encourages state agencies and their stakeholders to review and understand their data to develop the goals and strategies for their Program Improvement Plans (PIPs) and Child and Family Services Plans (CFSPs).[1]
  * Using data to better understand complex situations and make key decisions is essential to effective change and implementation. [2]
  * The right data visualization can be the key to helping stakeholders understand the meaning of data more quickly and easily. [3, 4]

Resources

Agencies can benefit from using data in all aspects of their work, including in key strategic planning processes (such as developing their PIPs and CFSPs). Some agencies have developed "data dialogues," which are brief, systematic reviews of relevant data to inform discussions in a variety of forums, from routine supervisor meetings to formal annual planning processes.

The Capacity Building Center for States has several resources to help agencies build capacity to use data more effectively in strategic planning efforts:

This research study was just published in JAMA and may be the first looking exclusively at the impact of the opioid crisis on the pediatric mortality.
It also includes specific recommendations about how to address the issue and seems very relevant to FIMRs and CFR teams.
