Both these resources shed light on the health, economic, education, community, and environmental challenges impacting children in Oregon.



Oregon findings show that many indicators of child well-being saw some improvement: the rate of children in poverty fell from 21% to 15%, children living in families where caregivers were struggling to maintain steady employment dropped from 34% to 27%, and families burdened with spending 30% or more of their income on housing went down from 43% to 31%.


Amidst these improvements, however, the mental health challenges among Oregon youth have soared. Data show over 117,000 Oregon children struggling to make it through the day as effects of the coronavirus crisis linger. Between 2016 and 2020, the rate of Oregon children ages 3-17 who had experienced anxiety and depression during the first year of the COVID-19 crisis rose from 11% to 16.1%, exceeding the national average of 11.8%. Further, nearly one-in-six Oregon youth saw their needs for emotional or mental healthcare go unmet during the pandemic as they couldn’t access a healthcare provider.

“These positive shifts, however small, show that what we do as advocates, state leaders, and community members matters. We know what it takes to have healthy, thriving children and youth,” said Jenifer Wagley, executive director of Our Children Oregon.

The pandemic years have taken a toll on everyone. Economic uncertainty, including housing stability, has had an outsized effect on many children and families experiencing financial challenges, leading to increased anxiety and stress. The mental health challenges brought by the pandemic have compounded conditions that made life harder before the coronavirus, with disparate challenges affecting children of color and of other marginalized identities, abilities, and backgrounds.


“There are many nuances regarding youth mental health in Oregon and the United States, and each data point only tells part of the story. Gender identity and race and ethnicity play major roles in facing systemic and interpersonal marginalization, accessing quality mental health services, and navigating stigmas around accessing this care,” shared Jyoni Tetsurō Shuler, research manager at Our Children Oregon.

Mental health is a critical part of the overall health of children and youth, impacting all facets of their lives in and out of school. Children have their best chance of thriving when they can learn skills to manage anxiety and benefit from quality mental health care services that they can access easily and without stigma, and that meet their unique experiences and identities.



Our Children Oregon joins the Casey Foundation in calling for lawmakers to heed the U.S. surgeon general’s warnings and respond to our youth mental health crisis by developing programs and policies to ease mental health burdens on children and their families.

This introductory session will share FrameWorks’ research-informed strategies for harnessing the power of storytelling for social change. This process involves helping the public view the essential needs of children and their families as public concerns, not as private issues. It also involves using stories as invitations to the public to think in terms of systems and solutions and to engage as citizens. When it comes to giving legislative testimony, received wisdom is to share a story, to make it compelling, but to keep it short! In this session, drawing from the insights learned in Storytelling 101, we will look at some example testimony (good, better, and best) to help participants build comfort with utilizing framing strategies that help testimony DO everything that it can do. Participants will also have the opportunity to practice creating, giving, and getting feedback in order to support one another in implementing and sustaining this practice going forward. The Regional Children's Advocacy Centers are pleased to announce a training:

The Advocate's Role in the Multidisciplinary Response to Child Abuse

Training Details

This training covers the nine competencies set forth in the NCA standards and will include evaluation of an increase in skills and knowledge in those attending the training.

This training is appropriate for advocates with less than five (5) years of experience who take part in providing the constellation of services to children served by a children’s advocacy center (CAC) across the country. This includes victim advocates employed by the CAC, working at a partnering District Attorney’s office, and/or staff of a community-based organization.

October 2022 OCFIT
Applications for October 2022 Oregon Child Forensic Interviewing Training (OCFIT) are NOW OPEN! This training will be held IN PERSON Monday - Friday, October 24 - 28, 2022, at Holiday Inn Hotel & Convention Center in Wilsonville, OR. The hotel booking link will be sent to all accepted applicants.
Applications are due by 11:59 p.m. on Sunday, August 21st, 2022.
The schedule is as follows:

  *   Monday, October 24th (1:00 p.m. - 5:00 p.m.)
  *   Tuesday,  October 25th   (8:00 a.m. – 5:00 p.m.)
  *   Wednesday, October 26th (8:00 a.m. – 5:00 p.m.)
  *   Thursday,  October 27th   (8:00 a.m. – 5:00 p.m.)
  *   Friday, October 28th (8:00 a.m. – 12:30 p.m.)
Please encourage your partners to apply if they are able to attend. We should note that the training is full of content that requires full attention and culminates in group practice and a post-test. Attendees must be fully present and must pass the post-test to get the certificate of completion.

Fundamentals of Team Facilitation provides a strong foundation for professionals who serve in the roles of Multidisciplinary Team (MDT) Facilitator for a Children’s Advocacy Center (CAC) (regardless of their actual job title). This training will cover an overview of the MDT Facilitator’s role in the CAC/MDT model, an introduction to team development and skills for building trust and safety on the team.
