Children’s Advocacy Center Fund (CACF) One-Time Part 2 Non-Competitive Request for Applications (RFA)

The CACF One-Time Part 2 RFA<https://www.doj.state.or.us/wp-content/uploads/2024/09/2025-CACF-One-Time-Part-2-Request-for-Applications-RFA.pdf> released on September 11, 2024, and will be due October 16, 2024. This is Part 2 of the one-time non-competitive grant program outlined in SB1579 and passed by the Oregon Legislature in 2024.

The purpose of the funding is to expand children’s access to, and increase the number of children served by, Oregon’s Children’s Advocacy Centers (CACs) and Regional Children’s Advocacy Centers. To be eligible for the funding, applicants must be a CAC, or a healthcare provider connected through a Memorandum of Understanding or contract with a CAC. In addition, applicants must certify that the CAC (as the direct applicant, or in connection with the healthcare provider applicant) will be accredited by the National Children’s Alliance or will have an application for accreditation pending on or before June 30, 2025.

Who is Take It Down for?
Take It Down is for people who have images or videos of themselves nude, partially nude, or in sexually explicit situations taken when they were under the age of 18 that they believe have been or will be shared online. US Surgeon General Warns:
Parents Are Not OK

Dr. Vivek Murthy, US Surgeon General, issued a national advisory<https://click.connect.zerotothree.org/?qs=5e829ffd9a3d53c6dfe2c71e2533701d01ebd8dc0e01f6eeec9d19c81af8a4a9467732347c86e6962eb823c35666cec3b2d2b2b1d22a5dd0104eb09aabdd2b76> last week on the need to address the mental health and well-being of parents and caregivers.

Why it matters: The advisory lends a powerful voice to an issue long-recognized by parents, practitioners and early childhood experts: the mental health of caregivers and babies are inextricably linked.

This is an unprecedented and welcome step towards acknowledging the stressors unique to parenting — such as financial strain, time demands and securing safe, quality care — as a public health issue.

Registration is live for the next TWO sessions of our Collaborative Child Abuse Response (CCAR) training. We've adjusted the schedule in response to feedback from the field, so these new sessions are scheduled for Tuesday and Wednesday mornings across two weeks: October 1-2 & 8-9, 2024 and December 3-4 & 10-11, 2024. Participants build and sharpen their skills providing trauma-informed, collaborative child abuse response during this live, four-morning virtual training. CEUs are offered for law enforcement (DPSST- 16) and social workers (NASW - 14).

Training Overview

CCAR focuses on developing first responders' knowledge of Oregon's child abuse response and covers a range of topics that are critical for anyone engaging with families where child abuse is suspected or known to have occurred. This training is recommended for all members of the child abuse multidisciplinary team and fulfills statutorily mandated training requirements related to the Oregon Department of Justice. CCAR includes topics like memory, trauma and why children tell.

This training is appropriate for professionals as well as any students preparing for a profession that responds to child maltreatment. Participants may include law enforcement, child protective service workers, school officials, medical professionals, mental health treatment providers, Children's Advocacy Center employees, juvenile department representatives, Court Appointed Special Advocates (CASA) or other organizations working with children and families.
