The Center for the Prevention of Abuse and Neglect is now the
Center for Childhood Safety and Wellbeing
reflecting an expanded mission focused on systemic change, child wellbeing, and holistic prevention strategies.

Over a decade ago, the Center for the Prevention of Abuse and Neglect (CPAN) was founded with a clear mission: to prevent child abuse and neglect in Oregon. Through years of listening to survivors, collaborating with communities, and engaging with youth, the Center recognized that true safety for children goes beyond traditional prevention. The Center for Childhood Safety and Wellbeing's (CSAW) work now focuses on building strengths, resilience, and advocating for policies that create conditions where children and families thrive. This evolution is captured in the center’s new name, which embodies its vision for a safer and more just world.



CSAW’s commitment to childhood safety is deeply rooted in human rights principles. Every child has the right to grow up free from violence and harm, as outlined in the United Nations Convention on the Rights of the Child. The center recognizes that systemic factors—including economic instability, racial inequities, disability rights, and identity-based violence—shape childhood safety. Guided by its Human Rights Statement, CSAW actively works to advance policies, social justice initiatives, and community-driven action that foster safety, belonging, and opportunity for all children.



The Center for Childhood Safety and Wellbeing continues to prioritize collaboration across Lane County and the state of Oregon. Working alongside nonprofits, school districts, and the Oregon Department of Human Services, CSAW serves as a hub for researchers, students, professionals, and community members. The center provides innovative programs, research initiatives, and resources that promote child safety and holistic wellbeing.



A cornerstone of CSAW’s research is the groundbreaking Oregon Child Abuse Prevalence Study (OCAPS)<https://sender16.zohoinsights.com/ck1/2d6f.327230a/5f9384b0-0a9a-11f0-8cc7-5254005934b4/5e545f2a0edc73b1b7a58c66296532a6d4a0df0f/2?e=L30EQIxr0anPC7MLj5w6cRJPQXbyAwuM57j31MVWULs%3D> - the first of its kind in the U.S. This study gathers direct input from Oregon youth about violence prevention, resilience, and the prevalence of child abuse, neglect, and identity-based violence. The data will be instrumental in guiding policy decisions and resource allocation. “For years, we have worked to prevent harm in childhood and address the critical issues that challenge families,” said Dr. Jeff Todahl, CSAW Director. “As our work has grown, we’ve shifted toward a strengths-based model—one that prioritizes resilience, wellbeing, and proactive support for children, youth, and families. The Center for Childhood Safety and Wellbeing better represents our vision for the future and our dedication to building communities where children and youth thrive.”



CSAW is also expanding its role through the Lane County Violence Prevention Coalition, a county-wide primary prevention initiative to reduce violence during childhood. In collaboration with violence prevention partners, the VPC champions existing efforts, identifies gaps, supports community messaging, and contributes to advocacy efforts toward the wellbeing of Lane County youth, children and families.



In an emerging body of work, CSAW will lead the development and implementation of a new Training Academy in partnership with the Oregon Department of Human Service’s Child Welfare Division. The goal for the Training Academy is to ensure that District 5 child welfare staff have the knowledge, skills, and support to effectively execute their duties in a trauma informed and culturally responsive manner, and contribute to job satisfaction and retention.



The transition to the Center for Childhood Safety and Wellbeing is effective immediately. Branding updates, signage changes, and a refreshed digital presence will roll out over the coming months. To celebrate this new chapter, CSAW will host an open house on Tuesday, April 1, from 12:30-1:30 PM in the HEDCO Education Building lobby, featuring Child Abuse Prevention Month programming and opportunities to engage with CSAW’s expanded vision.

In 2011, EVAWI launched the Start by Believing campaign. Since then, 800+ communities across the world have adopted Start by Believing to transform the way we respond to survivors.

The campaign looks a bit different everywhere, but the message remains the same:

“When someone tells me they were abused or sexually assaulted, I Start by Believing.”

But it’s more than just words: It’s a philosophy.

Interviewing Children Who Witnessed Violence | VIRTUAL | April, 15, 2025

Children may witness situational or chronic violence in several ways including domestic violence in the home, living in a violent neighborhood, and/or witnessing an assault or murder of another person. Even when a child is not physically harmed, witnessing incidents of violence takes a toll on their body, heart, and mind. Memories may be fragmented, and recall can trigger strong physiological and emotional reactions. If a child is potentially a key witness to the events that happened, it is important that they are interviewed in a sensitive and timely manner.
This training will provide guidance for conducting a trauma-informed interview with a child and working cooperatively with investigative partners
