OVERVIEW
Collaborative Child Abuse Response (CCAR) is a statewide training for Oregon's MDT members early in their career or switching roles, and fulfills statutorily mandated training requirements. CCAR focuses on the field response to child abuse and will help you better understand the forensic interview process, best practices for field interviewing and gathering minimal facts, and how to work with children's advocacy centers (CAC).

This was intended to be a January New Year’s newsletter, but it is actually being sent in February. Though staff had their parts completed months ago, I was behind. Then the last few months have made it hard to sit and focus on writing a bit for the newsletter. I share this because disruption seems to be both constant and unpredictable at the same time, similar to how I describe TI practices as both consistent and flexible. So the topics in this newsletter may be validating, may feel distant or trivial, or may be a helpful distraction. We continue our mission to work “in partnership with providers, individuals with lived experience, and families to promote and sustain trauma informed policies and practices across physical, mental, and behavioral health systems and to disseminate promising strategies to support wellness and resilience.”
I am deeply grateful to be able to gather with many of you over this past year and in the months to come. The amazing work so many of you are doing in and for communities gives me that polyvagal nerve glimmer ;). TIO is here to partner, support, learn from, and just hold space as we navigate these times. Kelsey (she/her) is the Training & Curriculum Program Specialist with TIO. She partners with TIO staff and community members to coordinate trainings and continues developing TIO's curriculum to reflect feedback and new information about trauma-informed approaches. She has a Masters in Social Work and has experience working in community nonprofits, school social work, and community mental health. The Foundations of TIC course consists of eight short videos which cover the foundational topics of trauma informed care. It includes access to a 15-page workbook with thought-provoking questions to aid in the reflection and application of the information. To ensure applicants are properly evaluated:
Oregon Revised Statutes 192.826 addresses qualifiers for ACP participation. Please be sure you’re familiar with this section and keep it in mind when helping an applicant.
Except as provided in subsection (8) of this section, the application must contain all of the following [as indicated in sections (a) and (b)]
(a) A statement by the applicant that the applicant or the applicant’s child or ward is a victim of domestic violence, a sexual offense, stalking, bias or human trafficking and that the applicant fears for the applicant’s safety or the safety of the applicant’s child or ward.
(b) Evidence that the applicant or the applicant’s child or ward is a victim of domestic violence, a sexual offense, stalking, bias or human trafficking.
This evidence may include any of the following:
(A) Law enforcement, court or other federal, state or local government records or files;
(B) Documentation from a public or private entity that provides assistance to victims of domestic violence, a sexual offense, stalking, bias or human trafficking if the applicant or the applicant’s child or ward is an alleged victim of domestic violence, a sexual offense, stalking, bias or human trafficking;
(C) Documentation from a religious, medical or other professional from whom the applicant has sought assistance in dealing with the alleged domestic violence, sexual offense, stalking, bias or human trafficking

SVAA: Feedback Requested
NCVLI is collaborating with the Oregon Department of Justice's Crime Victim and Survivors Services Division<https://www.doj.state.or.us/crime-victims/>, and Portland State's Trauma Informed Oregon<https://traumainformedoregon.org/>, to envision the future of foundational victim advocacy training in Oregon, including the Basic State Victim Assistance Academy (SVAA). This could result in a major overhaul of the SVAA or tinkering around the edges - the key is to determine what would serve the community best and then do that!
This means WE NEED YOUR INPUT. There are primary ways to provide input:

Call for OFA Grant Reviewers!
The grant application review panel (ARP) is a convening of qualified, independent subject-matter-experts who apply their knowledge and experience in program areas to the evaluation of federal grant applications. ARPs result in evidence-based summations that are used by the Administration for Children and Families (ACF) /Office of Family Assistance (OFA) to ensure only the most competitive grant applicants receive federal funding.
OFA is seeking to engage people with lived experience as grant reviewers. People with lived experience have direct personal experience and involvement with ACF programs and/or the societal issues related to ACF services and initiatives. Beyond their professional or educational training, people with lived experience have a valuable form of knowledge based on their perspective, personal identities, and history.
