Hello Application Assistants,
The Oregon Address Confidentiality Program has had an update related to the 2023 House Bill 2002. Oregon Revised Statute 192.820 provides the definition of a new group of qualified ACP participants: “Health care provider’ means an individual who is authorized in this state to provide physical and behavioral health care services and who provides reproductive and gender affirming health care services.”
Because folks in this category have very different parameters than those you normally serve, Oregon DOJ has opted to have our Civil Rights Unit Advocates, who are already Application Assistants, responsible for assisting any health care provider interested in accessing the ACP application.
The main thing to remember: if a health care provider requests assistance to apply for ACP, please refer them to the Oregon DOJ Civil Rights Unit at 503-378-6324.
We appreciate your coordinated efforts to help community members access this resource. You are making an important difference.

The National Center, in collaboration with Children’s Safety Network, is pleased to announce an upcoming webinar titled Teen Driver Safety: Tools to Inform Fatality Review, happening June 26, 2025, from 2:00 pm – 3:00 pm EST.
Attendees will gain an overview of motor vehicle injuries, exploring the scope of the problem alongside effective prevention strategies. A written guidance on the topic will be featured, providing essential tools for effective review and prevention efforts. FIMR Team Launches in Washington
Thurston County, Washington, received recognition from local news outlets<https://ncfrp.us5.list-manage.com/track/click?u=4cdf76c24103d4aa09dbe9cc7&id=9e8b30b055&e=5d2cd2fe8d> for its efforts to create the state's first FIMR team. The team's work on stillbirth prevention through fetal movement monitoring and intention to center the community in their work were highlighted. The team also conducts family interviews and hopes to collect informative data through this process.
Congratulations to Program Coordinator Lisa Ostler and her team on this feature of their important, necessary work!

Supervision Guidance Now Available
Supervision is key to preventing unintentional child injuries, particularly among children less than 6 years old. However, determining whether a child was supervised and if supervision was needed can be challenging for fatality review teams. Although the Pediatric National Fatality Review Case Reporting System (Pediatric NFR-CRS)’s data dictionary advises how to record supervision, the National Center often receives questions on how to complete the supervision questions in the Pediatric NFR-CRS.
In response to these queries and ongoing efforts to improve data quality and consistency in the Pediatric NFR-CRS, the National Center has developed a guidance document. “Documenting Supervision in the Pediatric National Fatality Review-Case Reporting System” is now available to read and download<https://ncfrp.us5.list-manage.com/track/click?u=4cdf76c24103d4aa09dbe9cc7&id=7959417777&e=5d2cd2fe8d>. It provides:
* Definitions of supervision and supervisor.
* Recommendations for completing the supervision priority variables.
* Recommendations for circumstances that present challenges for determining supervision, including:
* Supervision of infants.
* Supervision of older children.
* Supervision of children in motor vehicles.
* Supervision when the manner of death is natural, homicide, or suicide.
* Supervision when the child dies in the hospital.
* Children left home alone, and siblings or other children as supervisors.

New Resource from the Suicide Prevention Resource Center
The Suicide Prevention Resource Center has released new State Infrastructure Success Stories<https://ncfrp.us5.list-manage.com/track/click?u=4cdf76c24103d4aa09dbe9cc7&id=c8f3c477c3&e=5d2cd2fe8d>. These stories highlight real-life efforts to build suicide prevention infrastructure by state or territory.
Six essential elements make up the infrastructure: authorize, lead, partner, examine, build, and guide. Examples of success stories include a youth suicide prevention campaign launching in California and legislative efforts in Utah to require suicide prevention coordinator positions in their state government.
State Infrastructure Success Stories are now available as a resource for fatality and injury prevention professionals.
2024 Safe Sleep Summit Summary Report Now Available

Relief Nurseries: Supporting Children, Parents, and Communities
Recently, we took the opportunity to sit down with Marley Chavarria, our former Policy & Advocacy intern at OCO, to discuss her research project on Relief Nurseries—a lifeline in Oregon for families facing adversity.
Relief Nurseries are trauma-informed early childhood programs designed to prevent child abuse and neglect by providing comprehensive support to families in crisis, building resilience for children, and tools and strategies for parents and caregivers. Relief Nurseries provide:
· Early childhood education in a nurturing, therapeutic environment
· Parent education and counseling to strengthen care giving skills
· Crisis intervention and resources, such as housing assistance, food security, and mental health support

ODHS launches first mandatory reporter training available to the general public
Dear Community Partners,
We are happy to announce the launch of a new interactive online training available to the public about how to effectively recognize and report child abuse.
The training, hosted on the OSU PACE platform, takes about an hour to complete and is considered the official Oregon Health Authority and Oregon Department of Human Services state course with the most up-to-date guidance on child abuse and reporting.
The course, Mandatory Reporting of Child Abuse in Oregon, teaches:
* How to recognize signs of child abuse and understand the definitions.
* The role and impact of personal biases when determining whether a report is required.
* How to make a report and what information to provide to the Oregon Child Abuse Hotline.
* What happens after a report is made.
* How to connect a family with resources.
The training also aims to prevent unnecessary abuse reports. The Oregon Child Abuse Hotline (ORCAH) receives a high number of calls that are neither reports of child abuse nor require Child Welfare intervention. In 2024, ORCAH received 176,393 contacts, resulting in 96,246 documented screening reports. Of the documented reports, 46,483, or 27% resulted in Child Protective Services completing an assessment. ORCAH data shows that 80% of reports are from mandatory reporters, largely from representatives of law enforcement, education and the medical field.
