How are you? How do you know?
At one of TIO’s Micro-Lesson trainings a few weeks back, I shared thoughts and ideas about co-regulation. We talked about how co-regulation is powerful and necessary, but not always so easy right now. We explored self-regulation through co-regulation, with interoception* as the connecting pathway. We identified how trauma, adversity, and toxic stress impact our interoception and make co-regulation harder—for example, when we are told not to trust what we feel, when we check out of feelings to protect ourselves, when feelings are mislabeled, and more. We need to know what regulation feels like before we can regulate or co-regulate. And this may be challenging if we are in constant states of survival and fear, or if our feelings have been invalidated and misunderstood.

How do you know you are regulated?
Give yourself and others grace, because you may not know. We start with awareness—giving time and permission to check in and make up words to describe feelings - like fizzy, spiky, wide eyed, grumbly, snoozy, and more. Dysregulation often makes sense, has a purpose, and invites us to check in with each other and ourselves. And remember—while we sometimes need to down-regulate, we also often need to up-regulate.
Co-regulation is a powerful process that occurs when sharing space with another human, an animal or nature. When it happens, you feel your rhythms sync—breathing together in a way that feels connected, calming and restorative. Each time I meet up with a dear friend of mine, it takes us about 3 deep breaths while hugging before co-regulation sets in.
I share this rambling about regulation, interoception, and co-regulation because it has felt really important to pay attention right now in our families, communities, and organizations. I asked the Micro-Lesson participants a few weeks back to identify their co-regulation superpowers: Do you bring laughter, breath, quieting, reading the room, stretching, dancing, music? Consider taking an assessment of superpowers in your teams.
I appreciate all the ways you show up and co-regulate with families, youth, community, each other and us.
*A shout out to the occupational therapist world for teaching me about interoception (and so much more related to healing and trauma).

Is This Trauma Informed?
Is it Trauma Informed to ask staff to leave cameras on during virtual meetings?
At TIO we ask we sometimes invite participants to turn on cameras for a quick wave and hello so we have a better sense of each other. Then keep the option always to have the camera on or off, to speak or mute and to write in the chat. We also encourage using emojis as a way to connect.

The 2025 Oregon State
& County Data Cards are Here!
For nearly 30 years, Our Children Oregon (and our historic, former organization) has partnered with the Annie E. Casey Foundation’s KIDS COUNT network to deliver trusted, unbiased data on child well-being.
These data cards offer a clear, concise portrait of how children across Oregon are faring, covering economics, health, education, family and community support, and climate sustainability at both state and county levels.
Of note some key trends across the state are:
· The percentage of children experiencing food insecurity continues to rise: It is now up to 17.5% statewide, with some counties having over one-quarter of children experiencing food insecurity.
· Proficiency in 3rd-grade English Language Arts and 8th-grade Math remains disturbingly low, with just 39% of 3rd graders and 26.4% of 8th graders proficient in skills critical for continued learning.
· Due to changes in availability of data at the federal level, we have replaced Social Vulnerability Index (SVI) with the Community Resilience Estimate (CRE), which measures the percentage of community members who have 3 or more factors that increase their risk of vulnerability during a disaster. A lower percentage indicates that a community may be more resilient to disaster than a community with a larger percentage. Statewide, the CRE is 19.3%, but some counties have a CRE nearing 30%.

IMPORTANT UPDATE REGARDING FEDERAL DATA SOURCES
To ensure transparency for our partners and data users, we’re providing an update on recent disruptions to key federal data sources that impact several indicators on our platform.
Indicators with Directly Impacted Federal Sources:
· USDA Food Insecurity Data: Discontinued. We are assessing impacts on our data provider, Feeding America. Please note: the current data has not yet been affected.
· Social Vulnerability Index (SVI): Was temporarily removed from the CDC website in January 2025 until a court ordered it be restored. We now question whether the data has been compromised, and are unsure whether the SVI will remain available in future data cycles.
· Days of Extreme Heat: Source data's future is uncertain after removal of discontinuation notices on the National Environmental Public Health Tracking Network.

Navigating the shutdown
[cid:image016.png at 01DC4437.417B4540]Welcome to October and Autumn, friends. Normally, I’d open our newsletter with the joys of Autumn, but right now that is less easy to come by given the federal government shutdown. While NCA’s funding (and therefore the funding we route to CACs and Chapters) has not been suspended so far, thank goodness, that does not mean that the field or the families we serve have not experienced the impacts: our member CACs are dealing with staff who are uncertain about what is next. And the families they serve are worried about whether programs they rely on will run out of money before the government reopens.
Our colleagues at the Regional Children’s Advocacy Centers (RCACs) have had more immediate effects. Because they are at the end of their current grant cycle and are therefore in the application process, this is an especially tenuous time. The application portal in Just Grants is closed until the government reopens—delaying application submissions and new funding. On Friday, the Northeast Regional CAC furloughed its staff until new awards are made. Others are in jeopardy of doing the same in the coming months unless the application and award process is back on track very quickly. On the programmatic side, the effect of even temporary closures is that Chapters will not have the training and technical assistance they need during this time, which is continuously provided by RCACs. Not to mention all the anxiety and financial distress that comes with the furlough, which falls on their staff. No cheerful kickoff to Autumn this year.
What’s to be done in times like these? First, last, and always, we must pull together and work together. The RCACs, NCA, and the VOCAA (Victims of Child Abuse Act) Partners have been working as closely together as ever, if not more so, to reduce gaps in services. We know that Chapters have been doing the same at the state level. And, CACs have been working tirelessly to ensure that families are continuously supported.
But that’s not all we can do. CAC’s and their multidisciplinary teams serve as examples of how in high stakes decisions, individuals can come together despite disagreements and find common ground for the good of kids and families. We can remind policymakers that all of America’s families need their best efforts toward a positive resolution of the shutdown.
And we can lean into kindness. Have a little to spare? Donate to your local CAC. They are on the front lines of families’ needs, especially right now when other resources may be unavailable. Federal workers live all around the country. Know one? A simple, “I’m sorry for your troubles” can make someone who is hurting feel seen. Able to do a little more? Donate to your area food bank which is under heavy demand right now.
At the end of the day, the joy of Autumn isn’t in the color of the leaves, it’s in the community we have with each other. Thank you—even in the face of this challenging time— for leaning into community for the benefit of the kids and families who need us.

October 10 is World Mental Health Day: Get tips on how to #BeThereNow to support kids' mental health
Youth mental health is a big issue. The WHO says one-in-seven adolescents globally experiences a mental health disorder. Young people are resilient, but the biggest factor is a caring, involved adult they trust.
One thing we've learned after helping millions of kids get help and go back to being kids: a caregiver or other trusted adult is the single biggest support a child has. And what that child values most is your presence.
That's why we're reintroducing #BeThereNow, a campaign that shows the infinite ways you can build your relationship and your child's sense of trust every day, so that when they really need someone one day, they know where to turn.
Get social graphics to share, information about youth mental health, and what you can do at any point in a child's life to build trust and strengthen the relationship, just by making memories. We have new scenarios and familiar graphics from last year's campaign in the new 4:5 ratio for current social media designs.

CAC funding bill second-most co-sponsored bill in Congress; Senate push heating up
A significant majority of members of the U.S. House are throwing their support behind the Crime Victims Fund Stabilization Act (CVFSA), H.R. 909<https://nationalchildrensalliance.us11.list-manage.com/track/click?u=f0eed4a49578b60fdd38f4745&id=04b45abe43&e=e91a1a05e4>, our key legislation to strengthen CAC stability. We now stand at 314 House co-sponsors for H.R. 909. It is currently the 2nd most co-sponsored bill in the House, and we want to thank you for all your excellent work contacting your Member of Congress! We are on track to be the #1 most co-sponsored bill in the House, and your calls and emails will get us there!
CVFSA in the Senate continues to move at a slower pace, so your outreach is critical and needed, even during this government shutdown. Each office handles things a little differently during a shutdown, so you may not always get an immediate response, but it is still important to reach out to show them this is an issue that matters and needs action! And whether they respond quickly or not, hearing from you makes sure that CVFSA will be something that continues to be top of mind and that needs action.

A successful Seamless 2025
The 4th annual Seamless Conference—the only event designed specifically for clinicians working at or with Child Advocacy Centers (CACs)—was once again a success! Nearly 200 clinicians joined us from across the country, from Alaska to Puerto Rico and everywhere in between.
The conference kicked off with an inspiring keynote from Sally Zimney, whose energy and storytelling set the perfect tone for an action-packed day of learning. Day 1 featured a dynamic lineup of sessions, including a two-part presentation on ethics with Ashley Fiore, LCSW, National Fellow for NCA, and Geoff Sidoli, LCSW, National Fellow for NCA, followed by Andrew Wolff’s, LMFT, Program Development & Research Clinical Manager at GSCA Behavioral Health Sciences, engaging session on working with difficult caregivers. This session sparked lively discussions—participants eagerly shared strategies both in the chat and live on mic. The day wrapped up with Brooks Keeshin, M.D., University of Utah, who brought humor and heart to the complex topic of supporting children prescribed psychotropic medications, leaving everyone both informed and inspired for Day 2.
Adding a dose of fun throughout the event, we raffled off copies of Sally Z’s book, “Speaking Story”, using the ever-popular “wheel of names” randomizer. The suspense of waiting for each spin brought plenty of smiles (and maybe a little friendly competition!).

Day 2 started strong with Lindsay Abdulahad, PhD, University of Utah, Ashley Tryon, MSW, Utah Children's Justice Centers, and Shannon Chaplo, PhD, University of Utah, who presented on the Care Process Model—a training offered by NCA for victim advocates looking to expand their toolkit with a family engagement screening tool. Kristina Coleman, LCSW, Safe Horizon, followed with a thoughtful session on helping clinicians find their voice and maximize their impact on multidisciplinary teams (MDTs). Next, Amelia Siders, PhD, MindWise Insights, offered valuable insights on how CACs can assess and support youth using substances as a response to trauma. Finally, Geoff Sidoli, LCSW, National Fellow for NCA, closed the conference by unveiling the highly anticipated Assessment of Sexual Behavior – Child Version, a tool that will be a game changer in the field.
As the event wrapped up, participants lingered in the virtual space—reluctant to say goodbye—exchanging contact info, ideas, and plenty of gratitude for the Seamless community.
When asked to describe how they felt after Day 1 in a single word, attendees shared responses like “engaged,” “validated,” “inspired,” “empowered,” and yes—“tired!”

"I want to see every child have the same opportunity to grow": Seven Questions with Ashley Jellison
[cid:image027.png at 01DC4435.B8C313A0]When you first meet Ashley Jellison, the Executive Director of the Colorado Children’s Alliance (Colorado’s state chapter organization), you can’t help but be struck by her calm demeanor and gentle, soft-spoken ways. But if you thought that was all there was to her, you couldn’t be further from the truth. Beneath that gentle exterior is a fierce advocate for the CACs of Colorado and the children and families they serve. As the Executive Director for the Chapter, she has focused her energy on ways to modernize the Chapter to better serve the state and has successfully strategized ways to give Colorado’s CACs a voice and a seat at the table, with the Legislature, the media, and the communities they serve. Here are her responses to our Member Spotlight questions:
Why did you choose this as a career?
I actually just stumbled upon this position, and I’m so glad I did! I was looking for a way to gain experience to become a Child and Adolescent Forensic Interviewer with the Department of Justice after shadowing one. This position opened up and I was thrilled for the opportunity to make an impact across Colorado.
What’s something interesting you’ve learned recently?
Something I’ve been hearing much more about in the past month is the true scope of nonprofit work throughout the country. While Colorado has over 34,000 nonprofits alone, the United States has around 1.8 million organizations, and the sector has an enormous impact. About 7.4% of the total United States labor force is employed by nonprofits, and the sector generates more than $3.7 trillion annually in revenue. These statistics remind me how much work we need to do to educate the population about the importance of nonprofits as whole. I’m also so inspired to be part of such an incredible sector doing amazing work around the country every single day.
What’s a challenge you and your colleagues feel proud of solving?
I don’t think we’re fully there yet, but I think the biggest challenge that we’re working through is changing our Chapter from one serving only the CAC directors to one that serves all CAC staff throughout the state. We never explicitly stated that our audience was the directors, but we had several barriers in place that largely prohibited other staff from accessing chapter resources, aside from training sessions. Last year, we realized that, to achieve our own mission of creating a better response to child abuse in Colorado, we needed to be actively supporting every individual working towards that shared goal.
We chose to intentionally modernize the Chapter, which included several new technology platforms, and we began communicating with all the staff at each organization, instead of just the director. Our newsletters now are sent to the entire group, and we do our best to build relationships with every member of each CAC’s staff. Now we have everyone from the directors to advocates to contracted mental health clinicians reaching out for help, for support, and even just to talk. This has been a drastic change from only communicating with our 19 directors (particularly for our email inboxes!).
While we still have work to do, we are proud to say that Colorado now truly has an alliance of like-minded professionals who are working together to protect children.
What about your work inspires you and keeps you going?
The people across Colorado with whom I get to work every day are easily my biggest inspiration. I have the honor of supporting some of the most incredible people who are making huge changes in their communities. I’m awed by their passion and drive to make the world a better place. They inspire me every single day, and I’m so proud to represent them.
What’s the biggest need for kids you think we can meet in the next five years?
The biggest need we see right now is finding a better response to online exploitation, in all its forms. Children are being victimized daily on the internet, and right now, we can’t keep up. With the rise of AI-generated CSAM, as well, our kids are in more danger than they ever have been before. While many CACs are responding to online exploitation, we do not have any roadmaps, largely because the landscape is changing constantly and quickly. We need to develop broad-scope guidelines for CACs to respond to online abuse and to educate their partners, to better protect kids from a near-constant opportunity for victimization.
What do you think the ideal future looks like for kids?
The ideal future I see for kids is one where they are protected, they are supported, and they are believed. Of course, I would love to see a world where children are not victimized, where they are encouraged and trusted as the future generation. But in this world, I want to see every child have the same opportunity to grow, thrive, and to be the best version of themselves possible. This means when children are harmed, we believe their words without a second thought, and we immediately step in as a community to wrap them up in support and resources to help them heal.
What’s next for you?
Who knows! I love my position and the impact I have on the state chapter. Our list of goals for Colorado continues to grow, but I think the immediate next project for us is moving towards a statewide database for case tracking and ensuring our data is consistent across all our CACs.

Children with neuro-divergent disorders such as ASD are at an increased risk of child maltreatment. This population presents challenges for forensic interviewers as there is great variability in functioning including unique memory and cognitive processes, linguistic style, understanding and expression of emotions, and forming connections with others. Many of these children can provide information about their experiences if the interviewer is able to adapt questioning approaches and the interview strategies to meet the needs of this child. Preparation and flexibility are key.
