<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Times New Roman","serif""><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Times New Roman","serif"">The Department of Human Services, Office of Child Welfare Programs, filed temporary rules effective August 4, 2014 to amend the definition of “relative” to address unintended
consequences of a recent rule change. “Relative” is defined in ten rules in OAR chapter 413, all of which are amended to adopt a consistent definition.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Times New Roman","serif""><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Times New Roman","serif"">The Department changed the definition of “relative” on June 3, 2014, to clarify the order in which the Department considers potential adoptive and substitute care resources
for placement of children in the Department’s custody, specifically where in the order of placement fall birth relatives of children or parents whose prior legal relationship has been dissolved by adoption. The recent change was only intended to include as
relatives those blood relatives who are identified as a member of the family by the child or the individual. The change has been interpreted, however, to require the Department to search for blood relatives of an adopted child, to whom the child has no connection.
This interpretation may have negative consequences on the adoption process and the child, in addition to creating a practice change and workload increase the Department did not intend nor anticipate. These temporary rules clarify that only those relatives
who are identified as members of the family are included. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Times New Roman","serif""><o:p> </o:p></span></p>

<p><span style="color:red"></span><span lang="EN" style="color:#444444">“Confronting Commercial Exploitation and Sex Trafficking of Minors in the US” -- Every day in the United States, children and adolescents are victims of commercial sexual exploitation and
sex trafficking. Despite the serious and long-term consequences for victims as well as their families, communities, and society, efforts to prevent, identify, and respond to these crimes are largely under supported, inefficient, uncoordinated, and unevaluated.
The Institute of Medicine (IOM) and National Research Council studied these crimes as they affect U.S. citizens and lawful permanent residents of the United States under age 18. The IOM/NRC report offers recommendations concerning strategies for responding
to commercial sexual exploitation and sex trafficking of minors in the United States, new legislative approaches, and a research agenda. For the report and all sort s of related resources, visit

<p>The landmark <i>Trafficking Victims Protection Act</i> made trafficking in persons a federal crime in 2000, but the greatest obstacle to rescuing victims of human trafficking is identifying them. To make identifying these people easier—and subsequently,
getting them the services and support they need while also generating evidence against their traffickers—Vera created a screening tool to be used by victim service providers and law enforcement when faced with someone who may be a victim of human trafficking.
The tool, a 30-topic questionnaire that was tested by service providers and validated by Ver a researchers, is the result of a two-year study funded by the National Institute of Justice. You can access the research summary and tool in English and Spanish

<p>OJJDP has published the guide “<a href="http://www.ojjdp.gov/pubs/243908.pdf">Recognizing When a Child’s Injury or Illness Is Caused by Abuse</a>.” The guide provides information to help law enforcement differentiate between physical abuse and accidental
injury during a child abuse investigation. The guide also identifies questions that law enforcement should address during an investigation, describes how to conduct a caretaker assessment when a child is injured, and highlights ways to work with the medical
community to distinguish types of injuries and bruises.<o:p></o:p></p>
<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Times New Roman","serif"">OJJDP and the National Institute of Justice (NIJ) have jointly released “<a href="https://ncjrs.gov/pdffiles1/nij/243993.pdf">Changing Lives: Prevention and Intervention
to Reduce Serious Offending</a>,” part of the Justice Research series. This bulletin reviews effective programs that mitigate risk factors for delinquency and crime among juveniles and young adults to prevent future serious criminal behavior. These programs
are grouped by family, school, peers and community, individual, and employment. This bulletin summarizes the final report from the NIJ Study Group on the Transitions From Juvenile Delinquency and Adult Crime.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Times New Roman","serif"">The House passed S. 1799, the Senate version of the “Victims of Child Abuse Act Reauthorization Act of 2013.” The primary purpose of the bill is to reauthorize the Act,
which, among other things, funds child advocacy centers. The House previously passed a version of the bill in May as a part of the Justice for Victims of Trafficking Act, however, the larger trafficking package stalled in the Senate. Senate CAC champions,
led by Senators Coons and Blunt, decided to push Reauthorization separately in hope of getting it to the President before the August recess. The bill, S. 1799, the Victims of Child Abuse Act Reauthorization Act of 2013, passed unanimously in both the Senate
and the House. <o:p></o:p></span></p>
