[MyOEBB] OEBB 2012 DEV Drop Form

Hello,

 

This past week OEBB sent out the communication to all active employees,
early retirees and COBRA continuees to announce the upcoming Dependent
Eligibility Review and Audit.  This communication has already generated
a number of calls from individuals saying they have an ineligible
dependent on their coverage and would like to be able to drop coverage
on that dependent.  Since the real purpose of this review and audit is
to identify ineligible dependents and remove them from the OEBB
benefits, OEBB will use the following process to facilitate these
requests:

 

First, OEBB has created two OEBB Admin QSCs.  The first is a "DEV Audit"
QSC which OEBB will use to drop in-eligible dependents as a result of
the 4,000 members being audited.  The second is a "DEV Non-Audit" QSC
which OEBB will use as a result of the members dropping ineligible
dependents not included in the audit.  It is very important that all
dropped dependents are tracked by these two QSCs so that OEBB can
analyze the return on investment as a result of the audit.  OEBB staff
will be the only administrators to use these two QSCs and will process
these in our office.  We ask that entities not drop ineligible
dependents using any other process to avoid any potential issues that
could result should we audit QSCs in the future.

 

When a member calls OEBB over the next week, we will send out the new
form developed just for this purpose (see the link to the "2012 DEV
Audit Drop Form" below) and ask them to return it to us for processing.
We will copy you on the cover letter accompanying any forms we send out.
Beginning Friday, January 13, when the member calls OEBB, we will
confirm if the member is included in the audit.  If the member is not
among the 4,000 members included in the audit, we will ask the member to
complete the "2012 DEV Audit Drop Form" and return it to OEBB for
processing.  If the member is included in the audit, we will ask that
they follow with the Towers Watson DEV Review and Audit process which
will allow them to identify ineligible dependents that need to be
removed from OEBB coverages.

If a member contacts you directly regarding dropping an ineligible
dependent from coverage, please ask them to contact OEBB member services
at 1-888-469-6322, or provide them with the "2012 DEV Audit Drop Form"
and ask them to send the form to OEBB at the address listed on the form.
OEBB will be putting a list of the employees included in the audit
sample from your entity in your MyOEBB Document Management on or before
Friday, January 13, 2012.  If you would like to check that list when
responding to employees that are coming to you requesting to remove
dependents, you can use the same message OEBB will be giving those
members who have been selected for the audit and ask them to follow the
Towers Watson DEV Review and Audit process.  All other employees can be
directed to OEBB.
