MyOEBB has opened Plan Year 2012-13

The Board made some significant changes this year to cover Bariatric
Surgery at the subscriber level, expanding the ODS Medical Plan 4
network to include Crook, Jefferson, Deschutes and Lane Counties, Oregon
Health Sciences University (OHSU) and Portland Adventist and including
the Orthodontia benefit in all dental plans except for ODS Dental Plan
6.  Also, the Board decided to discontinue ODS Pharmacy Plans A and C
and attach ODS Pharmacy Plan B to ODS Medical Plans 3, 4, 5, 6, 7 and 8.
The Board decided to open up all medical, dental and vision plan choices
to an employee group within a zip code area.  The educational entity, or
employee group, will have the option of restricting choices by
deselecting plans in EE Plan Management.  However, by leaving all
options in MyOEBB for employees to consider during open enrollment,
individual employees will have the ability to consider and select which
medical, dental and vision plan best meets their needs and/or the needs
of their family.

 

Additionally, Providence Medical Plans 2 and 2A will no longer be
offered under the OEBB benefits program effective October 1, 2012.  The
Providence plans offered a rich benefit and claim costs continued to be
higher than expected and higher than the premium amount collected.
Rather than raise the premiums by the amounts that would be needed to
cover expected claims cost, Providence proposed not to renew Plans 2 and
2A.  The Board agreed that these plans were not sustainable and accepted
Providence's proposal.  OEBB appreciates the partnership with Providence
over the last four years, and Providence has agreed to continue to work
with the Board, staff and consultants to continue efforts in the area of
value-based and evidence-based health care and medical benefits.

 

The Board also decided to discontinue a number of Short-term and
Long-term Disability plan options offered by The Standard that were not
being used at this time.

 

So, when you open up EE Plan Management this year the following plans
will be discontinued:

 

*         Providence Medical Plan 2

*         Providence Medical Plan 2A

*         ODS Pharmacy A Medical Plans 3, 4, 5, 6, 7 and 8

*         ODS Pharmacy C Medical Plans 3, 4, 5, 6, 7 and 8

*         ODS Dental Plan 6/Ortho

*         ODS Dental Plans 1, 2 ,3 and 4 w/o Ortho

*         Kaiser Dental Plan 8 w/o Ortho

*         The Standard Short-term Disability Plans 18, 24, 26, 27, 29,
30, 33, 36, 38, 40-47 and 49-54

*         The Standard Long-term Disability Plans 25 and 26

 

These plans will terminate on September 30, 2012, and will not be
available for selection during EE Plan Management.

 

We are making the necessary system adjustments to implement the above
changes and will open MyOEBB EE Plan Management on Friday, May 18th.
Plan selection will go through Friday, June 15th.  One of the most
significant changes you will see in EE Plan Management this year is that
all medical, dental and vision plans in your zip code will be check
marked.  If your educational entity does not want a certain plan offered
for employees/early retirees to consider during open enrollment, you
will need to deselect that option during EE Plan Management.

 

Additionally, you will notice a new group on your plan review sheet
called "Self Pay".  This group represents plans for your entity if you
would like OEBB to take over administration of your Self Pay Early
Retirees.  This group will follow your Early Retiree groups.  We will
have more news on this administrative feature later.

 

We ask that entities enter the MyOEBB Admin Module during this time to
review new plan offerings for their employee groups and deselect any
plans or simply confirm plan offerings if no changes are necessary or
desired.  OEBB staff have been traveling throughout Oregon presenting to
insurance committees and will be doing so through about the first week
in June explaining the changes.  However, if you or your insurance
committee are unable to attend a meeting you can contact an OEBB Benefit
Analyst 8 a.m. to 5 p.m. PST Monday through Friday with questions
concerning EE Plan Management at 1-888-469-6322 or by emailing us at
OEBB.benefits at state.or.us.  Our goal is to make this plan selection time
period as easy as possible for your Insurance Committee and benefit
