Hello,

Welcome to EE Plan Management for the 2014-15 plan year.  EE Plan Management opens today, Monday, May 19th and continues through Friday, June 13th.  We wanted to provide you with a quick update on the status of the plans and rates for the 2014-15 plan year and let you know MyOEBB is ready for the 2014-15 plan selection process.  The Board met on May 6th and approved the plan offerings, benefit changes, and rates for the upcoming 2014-15 plan year.  For access to the rates and plan offerings, click on the link below:

The Board made some fairly significant changes this year to Moda Medical Plans - by adding the Synergy and Summit Networks in addition to the current Moda Medical Plans that are offered statewide.

The Summit Network gives members in Eastern Oregon access to quality care at the most affordable costs.  The Summit Network includes a team of local and regional medical and pharmacy providers who work together to coordinate care.

The Synergy Network also offers access to affordable, coordinated, quality care and serves members in the Portland Metro, SW Washington, Salem, Eugene and Medford communities.  This network includes providers from Oregon Health & Science University (OHSU), Salem Health, Salem Clinic, Adventist Health, Legacy Health, PeaceHealth and Asante.

In addition, the Board also added a high deductible medical plan through Kaiser Permanente called Kaiser Medical Plan 3.  Unlike Moda Medical Plan H, Kaiser Medical Plan 3 is HSA compliant but can be used with or without participation in, or contributing to, a health savings account (HSA).

The Board will continue to allow all medical, dental and vision plan choices be available to an employee group within a zip code area.  The zip code restricted plans will be all plans offered by Kaiser Permanente, and Summit and Synergy Network plans offered by Moda Health.  Just like last year, the educational entity or employee group will have the option of restricting choices by deselecting plans in EE Plan Management.  However, by leaving all options in MyOEBB for employees to consider during open enrollment, individual employees will have the ability to consider and select which medical, dental and vision plan best meets their needs and/or the needs of their family.
Moda Medical Plans A through G (Statewide, Summit or Synergy) can be used independently or with an HRA, but Moda Medical Plan H (Statewide, Summit or Synergy) must be partnered with a Health Savings Account (HSA) at the employee level.

OEBB will not require anyone to re-enroll in medical, dental and vision coverages for 2014-15; however to be eligible for the Healthy Futures incentives that will become available starting October 1, 2014, the employee must have completed the online health assessment by May 31, 2014 deadline and must go into MyOEBB during open enrollment to log their two healthy activities.

Last year, the Board approved Tobacco-Rated optional life plans through The Standard that will take effect on October 1, 2014.  If an employee and/or their spouse/partner answers that they have used tobacco products in the last 12 months they will be rolled into a tobacco-rated optional employee life and/or optional spouse/partner life plan.  If an employee or the spouse/partner answered the question during the 2013-14 open enrollment season and doesn't go into the MyOEBB Member Module for the 2014-15 open enrollment season MyOEBB will put them in the appropriate plan based on their last answer.  Each employee is welcome to update their answer for themselves or their spouse/partner this 2014-15 open enrollment.

Lastly, with the addition of Local Governments being able to participate with OEBB we have added two new plan options for your entity.  They are the following:

  *   Basic Dependent Life - $2,000
  *   Basic Dependent Life - $5,000
These two plans work similar to any Basic plan offered by The Standard.  Your entity may select one of the above plans if desired.  If selected, your entity will be required to mass enroll each subscriber in that employee group in the plan regardless of whether they have enrolled dependents in any of the plan offerings.  Your entity may choose one of the above plans in addition to other plans offered by The Standard.
So, when you open up EE Plan Management this year the following will be in place:
First, you will be asked a series of YES or NO questions pertaining to your entire benefit eligible population.

1.    Will your entity offer a Health Savings Account for the 2014-15 Plan Year?

2.    Will your entity offer a Flexible Spending Account for the 2014-15 Plan Year?

3.    Will your entity offer a Health Reimbursement Arrangement for the 2014-15 Plan Year?
If YES, please check all that apply:
*     Limited - A Limited HRA will cover only specified out-of-pocket medical expenses such as dental or vision expenses, or it may cover general medical expenses but only after you have met your annual deductible in your high deductible health plan.  An HRA that only reimburses for medical premiums will also be considered a Limited HRA.
*     Integrated Active Employee HRA - An integrated HRA requires your employee be enrolled in an OEBB medical plan through your entity.
*     Non-integrated Active Employee HRA - A non-integrated HRA is an HRA that allows an employee to receive an employer contribution into the HRA for opting out of the employer's plan.  This type of HRA may not be allowed under federal healthcare reform effective January 1, 2014 unless it is also a Limited HRA.  Check with your legal advisor or HRA administrator if you currently offer a non-integrated HRA.
*     Retiree-only HRA - A Retiree-only HRA is one that allows an employee to receive an employer contribution into the HRA that can generally only be used for qualified medical expenses incurred after retirement. Check with your legal advisor or HRA administrator to ensure that this type of plan is allowable under federal healthcare reform.
4.   Will your entity provide cash or any other benefit and/or incentive in lieu of medical benefit for members that opt-out for the 2014-15 Plan Year who have other group coverage?

The Summit, Synergy and Kaiser Permanente plans will populate based on the zip code of your entity.  If you would like to add a plan(s) that aren't available in your area please contact OEBB either by email oebb.benefit at oregon.gov<mailto:oebb.benefit at oregon.gov> or by phone at 1-888-469-6322 for assistance.  OEBB will be happy to review your request and guide your entity with decisions.

The following plans will have a name change:

  *   All Moda Health Medical Plans A-H will now be called Moda Medical Plans A-H.
  *   All ODS Vision Plans will now be called Moda Vision Plans

The following plans will be new:

  *   Moda Medical Plans Statewide Healthy Futures
  *   Moda Medical Plans A-H Summit
  *   Moda Medical Plans A-H Summit Healthy Futures
  *   Moda Medical Plans A-H Synergy
  *   Moda Medical Plans A-H Synergy Healthy Futures
  *   Optional Employee Life Tobacco Rated
  *   Optional Spouse/Partner Life Tobacco Rated
  *   Plan 1 Basic Dependent Life - $2,000
  *   Plan 2 Basic Dependent Life - $5,000

We ask that entities enter the MyOEBB Admin Module during this time to review new plan offerings for their employee groups and deselect any plans or simply confirm plan offerings if no changes are necessary or desired.  OEBB staff have been traveling throughout Oregon presenting to insurance committees and will be doing so through about the first week in June explaining the changes.
