[MyOEBB] Heads-up re: OEBB text message reminders

Dear Benefits Administrators, Business Managers, and Superintendents:

This year OEBB implemented a new reminder system allowing members to opt-in to email and/or text message reminders at OEBBreminders.com<http://www.oebbreminders.com/>. This system allows members to opt-in to specific topics and plan years, and enter as many phone numbers and or email addresses as they wish, so they can completely control which reminders they receive and where they receive them.

We also added a "Mobile Phone" field to the MyOEBB system with "yes" and "no" boxes asking whether they grant OEBB permission to send them text messages. The specific language in this area of MyOEBB appears as follows:

Yes No You are electing to opt in for OEBB text messages. Standard text message and data rates apply.


Thus far we have only utilized the OEBBreminders.com opt-ins and it's been quite successful. It's important to note, however, that we had less than 1000 people opt-in to these reminders in this way, so that's less than 2% of our total population.

Last night we extracted data from MyOEBB to get a list of all the mobile numbers for members who:


  *   Provided a mobile number in MyOEBB during this past Open Enrollment,
  *   Actively selected the "yes" box granting OEBB permission to send them text messages, and
  *   Enrolled in a Healthy Futures medical plan for 2017-18 after actively selecting "Yes, I agree to participate in Healthy Futures for 2017-18"

This list is adding over 6,000 more mobile numbers to our 2017-18 Healthy Futures text reminder list. I suspect this may cause a spike in calls/emails after today's reminder goes out, and possibly more over the next few days/weeks as reminders continue to go out through Oct. 15th, especially if the member doesn't remember granting us permission to text them in the MyOEBB system, or has already completed their health assessment and doesn't understand how to turn off the reminders.

Here are some tips to assist members who contact you about this:


  1.  Each reminder message includes an unsubscribe link at the bottom: OEBBreminders.com<http://www.oebbreminders.com/>. Members can simply click that link and manage their reminder subscriptions by topic and plan year. (This should work just fine on smart phones and other mobile devices as well as desktop/laptop computers.)


  1.  The only topic/plan year we have subscribed this new batch of mobile numbers to is "2017-18 Healthy Futures" reminders. Based on the criteria we used to pull these numbers, this topic should be relevant to them. If they have already completed their health assessment, or no longer want these specific reminders, they can simply unsubscribe from this list (as described in #1) and reminders for this topic & plan year will stop, while still retaining their general permission to text them again in the future about other topics.


  1.  If they don't want any future text messages from OEBB, regardless of topic, they can prevent being subscribed to other topics in the future by going back into MyOEBB (OEBBenroll.com<http://www.oebbenroll.com/>) and selecting the "No" box next to the Mobile Phone field.


  1.  Note: Permission changes in MyOEBB at this point will NOT unsubscribe them from "2017-18 Healthy Futures" reminders, because that data has already been extracted from MyOEBB and loaded into the GovDelivery reminder system. If members want to stop the current health assessment reminders AND opt-out of all other OEBB texts in the future, they will need to update BOTH MyOEBB and OEBBreminders.com.
