[MyOEBB] Clarification on Opt-Out Incentives

Dear Business Managers, Superintendents & Benefits Administrators:

Apparently, we created some confusion in Monday's member email. To clarify, HB 2266 does not require employers to offer opt-out incentives. It simply reverses the portion of the previous law, SB 1067, which would have disallowed them. It is up to each employer and your collective bargaining agreements whether you offer an incentive or not.



It may have been more clear for members had we stated it this way:



  *   You can also continue to receive a monthly incentive for opting out of your medical coverage, as long as
     *   your employer offers an incentive, and
     *   you are covered on another group plan.



We are sorry for any confusion we may have caused. As we tried to say Monday, it's "business as usual" regarding double coverage and opt-out incentives. There are no new requirements nor restrictions in these two areas for the 2019-20 plan year.



At this point, we don't plan to send a follow-up email to all members. Those who misunderstood seem to have spoken up quickly and received clarification. We don't want to cause more confusion by over-communicating.
