Dear Business Managers, Superintendents, Benefits Administrators, and Premium Contacts:

OEBB staff put together the attached informational handout that highlights the annual benefit plan renewal decisions made by the board for the 2020-21 Plan Year. We hope this document is helpful in understanding and communicating the changes in premium costs, plan design and other "insurance-related" information that always seems to make this very confusing and complex. This handout was specifically designed for our participating employers and benefit administrators. Employees and their dependents will receive information designed specifically for them.

One important takeaway: The OEBB Board is limited to a 3.4% overall medical, dental and vision premium "composite rate" increase by law. Faced with an unknown variable in COVID-19, the board looked at several options and ultimately decided to "buy-down" the overall composite rate increase to 2.65% using reserves. After an additional reduction in state and federal taxes and fees, the overall increase to educational entities is 1.58%. The board was able to reduce the overall increase in 2020-21 below the legislatively mandated 3.4% and establish a solid fiscal position heading into 2022.
