MyOEBB EE PLAN MANAGEMENT WILL OPEN MONDAY, MAY 17TH

EE Plan Management

EE Plan Management will open Monday, May 17th. EE Plan Management will remain open through Friday, June 11th.  If you need assistance, please contact OEBB at:

Does my entity have to complete EE Plan Management this year?

OEBB is having a mandatory Open Enrollment this year.  But, we are doing something different with EE Plan Management that we think you will like.

  *   OEBB will complete EE Plan Management for your entity unless you prefer to do it yourself.
  *   If you prefer to do EE Plan Management yourself, please let us know approximately when you plan to complete the process.
  *   If you want OEBB to make your changes, please let OEBB know what changes you want to make preferably by Friday, May 28th but no later than Friday, June 11th (we understand you are working with Insurance Committees and may need this extra time).
  *   If you have NO CHANGES, please contact us and let us know so we won't bother you.
  *   Simply email OEBB at oebb.benefits at state.or.us<mailto:oebb.benefits at state.or.us> and make the subject line EE Plan Management so it catches our attention.

What does a Mandatory Open Enrollment mean for my entity?

A mandatory Open Enrollment means members have to enter MyOEBB and complete their online selections this year:

  *   OEBB will terminate all medical, dental and vision plans effective 9/30/2021 and members will have to complete Open Enrollment if they want any of these plans effective 10/1/2021.
  *   OEBB will not touch any optional plans during the rollover process but will move members to new age brackets (if appropriate) for optional life coverages.
  *   OEBB will not terminate coverage for Early Retirees with Dental Only coverage.  These enrollments will remain untouched during the rollover process.
  *   OEBB will terminate ACTIVE membership Opt Outs, Waives or Declines. These members will have to do Open Enrollment to renew these options or select plans.

What about my New Hires?


  *   New Hires with benefits starting October 1, 2021, will still need to enter MyOEBB to complete their New Hire QSC.  They can do Open Enrollment after this, but it will not be required.
  *   New Hires with benefits starting earlier than October 1, 2021 will need to complete their New Hire QSC and should also complete Open Enrollment.

HIGHLIGHTS FOR 2021-22

Medical Plan Highlights

BENEFITS:

  *   *New* - Kaiser Permanente Medical Plan 2 is having a name change only to Kaiser Permanente Medical Plan 2A.  Kaiser Permanente is adding an additional plan called Kaiser Permanente Medical Plan 2B.  This is a higher deductible plan but not HSA compatible.
  *   Moda members will still have a choice of plans with various deductibles and copays/coinsurance.
  *   Moda members that already have a PCP 360 selected only need to contact Moda if they want to update their PCP 360 selection.  Otherwise, their PCP 360 selection will carry forward.
  *   Each family member on a Moda medical plan will still have the option to participate in coordinated care and receive an enhanced benefit compared to those who choose not to participate in coordinated care. To receive the enhanced benefit, the member must choose a primary care provider known as a "PCP 360" with Moda. These PCP 360 providers have agreed to:
     *   deliver full-circle care, coordinating their care with other providers, as needed, and
     *   be held accountable for the health of the patients who choose them.
  *   Compared to those who do not choose coordinated care, the enhanced benefit includes:
     *   a lower individual deductible,
     *   a lower individual out-of-pocket maximum, and
     *   lower copays for office, specialist, and alternative care visits.

Dental and Vision Plan Highlights

  *   *New* - Delta Dental is adding a new Exclusive PPO Incentive Dental Plan with Ortho with a higher benefit maximum.  Keep in mind, this plan requires use of the PPO network which is a more limited network.
  *   Kaiser Permanente and Willamette Dental Group dental plans will remain the same for the 2021-22 plan year.
  *   The VSP vision plans will remain the same for the 2021-22 plan year.



*New* - Employee Assistance Program (EAP)

  *   OEBB is consolidating down to one plan for 2021-22.
  *   This is our 1-6 visit plan.
  *   This means we are discontinuing our 1-3 and 1-5 visit plans.
  *   The new cost for the 1-6 visit is $.90 per member.
  *   OEBB will be rolling the entities with the 1-5 visits to the 1-6 visit plan since the cost is less than they currently pay per member.
  *   The 1-6 visit entities will remain unchanged but your entity will enjoy a lower premium.
  *   The 1-3 visit entities will need to add EAP if they want the 1-6 visit offering during EE Plan Management.
