[MyOEBB] Updates to OEBB monthly Overage Dependent process

Dear OEBB Benefits Administrators -

We've made a few improvements to the monthly overage dependent jobs/reports in MyOEBB. You will see the following changes as of February 1, 2024:


  1.  The system will now expire all dependents with a relationship of "Child" or "Child of Partner" on the last day of the month in which the dependent turns 26, regardless of benefit enrollments. This means the report in your Document Management area will now include both those who have coverage ending and those who are being expired without any coverage ending.
     *   Note: This will still not affect any dependents with the relationship "OEBB Eligible Disabled Dependent Child".



  1.  If removing an overage dependent from coverage causes the medical tier to change to "Employee Only", the system will automatically end any existing "Double-Coverage Surcharge" enrollment along with changing the medical tier.
     *   Note: If there are other dependents remaining on the subscriber's medical coverage (whether a spouse or other children), the Double Coverage Surcharge indicator will remain unchanged. The system has no way of knowing which specific dependent(s) are double-covered, so a switch to "Employee Only" tier is the only situation where we can automate removal of the surcharge.


  1.  If the overage dependent has an address different from the subscriber, that dependent address will not be expired. If the dependent is losing coverage, the dependent's address will carry over to the COBRA approval page and COBRA information will be mailed to the dependent's address.

Please keep in mind:


  *   If there are other children remaining on the medical/dental/vision plans so there's no tier change needed, the Active Enrollments screen may not clearly show the dependent removal. If the tier doesn't change, the premium doesn't change, therefore the system does not stop and restart the plan. However, the removal of that dependent does transmit to the carriers on the eligibility files and to BHS on the COBRA file. You can tell the dependent has been removed because:

     *   their dependent record will have an end date (last day of the month in which they turn 26) and
     *   the dependent will be visible on the COBRA Approval page in Pending status.
