Welcome to Open Enrollment for Plan Year 2025/26!!!!!!!!
Yes, it's that time again. At OEBB, we work all year long for Open Enrollment. This year, Open Enrollment is mandatory for all employees. This means all healthcare benefits (medical, dental and vision) will terminate on September 30th and members must complete Open Enrollment to renew their choices. The only exception to this is SPERs that are only enrolled in dental coverage, as we do not want to disrupt their benefit. Additionally, we do not terminate any optional plans for any members (Active, Early Retiree or SPERs).

Just a reminder, that MyOEBB will be down the evening of Sunday, August 31st until around 8am, Monday, September 1st (Labor Day) for end of month processes.
Important changes to note during Open Enrollment include the following:
UNUM Premium Increases on Simple Inflation Plans
UNUM has announced premiums will be increasing on all Simple Inflation Plans effective October 1st. This will affect approximately 260 members. These members can do one of three things:
1. Keep their plans as-is and begin to pay a higher premium on October 1st.
2. They can remove the Simple Inflation plan during Open Enrollment by enrolling in a new UNUM plan that does not include this rider. They will keep their age that was captured for the Simple Inflation Plan as long as they do not increase their period of time or monthly benefit.
3. They can completely terminate their UNUM LTC plan during Open Enrollment that will give them a termination date of 9/30/25. This should make the member eligible for a Contingent Non-Forfeiture (CNF) benefit. If they term prior to this date, they will not be eligible for the CNF benefit. Here are some examples about how this works:
* Example 1: Jane Doe is enrolled in a $2,000 monthly benefit plan. The plan pays for three years. Jane pays $25 per month for this coverage. She has been covered for five years or 60 months. Over this time, she paid a total of $1,500 in premiums. If Jane cancels her coverage, her reduced lifetime maximum benefit will be $2,000. (Jane's monthly benefit of $2,000 is greater than the premium amount of $1,500).
* Example 2: John Smith is enrolled in a $6,000 monthly benefit plan. The plan pays for six years. John pays $285 per month for this coverage. John has been covered for 15 years, or 180 months. He has paid a total of $51,300 in premiums. If John cancels his coverage, his reduced lifetime maximum benefit will be $51,300. (The amount John has paid in premiums is greater than his monthly benefit of $6,000.
Garner
Moda is introducing Garner for this upcoming plan year. Garner helps members find high quality providers who are in-network for medical. They can also be reimbursed if they choose to go to a Garner recommended Top Provider. Remember, Garner is not a requirement, and members don't have to use it, however we think it's definitely a plan enhancement. Here are some links to information about Garner:
