[MyOEBB system updates]

I can't believe January is over and we are in February.

I wanted to remind everyone about our QSC Matrix<https://www.oregon.gov/oha/OEBB/Communications/QSC-Matrix.pdf> and qualifying events.  I know some of you are new to your entity, new to benefits or new to OEBB.  We follow this matrix and ask that you also follow it to ensure you keep your pre-tax status on plans.

After open enrollment, you were able to make open enrollment changes from September 16th to the 30th by using the open enrollment links in MyOEBB.  During the month of October, you were able to use the Correcting Processing Errors QSC to make open enrollment changes which needed to retro back to October 1st.  OEBB requested as of November 1st all open enrollment issues come directly to OEBB as an appeal.  OEBB has a very generous appeal process for open enrollment through December 31st.  Also, after October 31st, your entity should not have altered any enrollment without an official qualifying event which could be verified.

With all the above being said, OEBB has noticed some changes to member records without a true qualifying event.  We have noticed some entities changing members from one medical plan to another, adding or removing dependents, etc. using the Correcting Process Errors QSC.  These changes fall outside of an open enrollment correction and/or a true qualifying event.  We ask that if you are ever in doubt about altering a member's enrollments you contact OEBB for direction.  We are happy to assist!
