[Oac-link] Feedback Request re: Required Fields on ORS190

Hi OAC's,
We recently discovered that on ORS190 documents the Secondary Organization's address and Secondary Organization's contact are not required fields. They can be skipped and the integrity check will not catch them, so it will allow the document to be issued without this information.
Our question is: should these two fields be set to "Required"? We believe it should and the feedback we've received from within DAS is yes, but we wanted to present the question to the whole OAC group. Let me know your thoughts!
