Good Morning OAC Group,

I've attached language below from Toni Payseno with Dept. of Revenue that recaps what she shared with us during the January OAC meeting. I've also attached the report for folks to use in checking for their agencies contract FID numbers. The report contains state contracts that were active as of Dec. 1, 2016. (ORS190s have been removed from the report as they are not applicable.) You can sort the report by Column T (the Issued By Agency) to look specifically at your own agency's contracts.

Message from Toni Payseno:

In alignment with Legislative priorities, Revenue has partnered with DOJ and DAS to import ORPIN data into the GenTax system to compare contractor data to those out of tax compliance.  The tax collectors will work with the contractors to bring them into compliance through their designated process, which can include agency garnishment.  The ORPIN contract download will occur every six months so that new contractors can be reviewed for tax compliance and older contractors can be reviewed to ensure they have remained compliant.

To make this work effectively, FID numbers on contracts entered in ORPIN need to be accurate. In reviewing the current download, it appears that some buyers are entering fake numbers (ie. 1-111111111 or 1-123456789) as placeholders in the ORPIN contract instead of entering the true tax ID number.

We are requesting that each OAC review the FID numbers associated with their agency's contracts in the attached report. If you see any FID numbers that are obvious "placeholder" numbers, please coordinate with your staff to issue a revision to the contract in ORPIN providing the correct FID instead.  Our request is to have numbers updated by July 1st so the next import will include better data.

NOTE: ORPIN encrypts Social Security Numbers, so for contracts with vendors using these, the SSN will not display on the report.  In this case, the FID number field will show as blank on the report. The blanks can be ignored- no action is needed on those contracts at this time.
