 Counselor and current member of the OBLPCT. He is employed by the Oregon State Bar where he consults and counsels lawyers, judges, and law students. He is also an adjunct professor at PSU and George Fox University, chairs ORCA’s Ethics and Human Rights Committee,
 and is a frequent presenter on ethics and risk-management issues in the mental health professions.<o:p></o:p></span></p>

<p style="-webkit-text-size-adjust: none"><b><span style="font-size:11.0pt;font-family:"Helvetica","sans-serif"">ROY HUGGINS</span></b><span style="font-size:11.0pt;font-family:"Helvetica","sans-serif"">, MS NCC, is a counselor in private practice and director
 of Person-Centered Tech. Roy worked as a professional Web developer for 7 years and uses that experience to help clinicians’ understand the Internet and other electronic communication mediums for the future of the professional counseling profession. Roy also
 serves as Technology Chair for the Oregon Counseling Association. He routinely consults with mental health colleagues on ethical and practical issues surrounding tech in clinical practice.<o:p></o:p></span></p>
<p style="-webkit-text-size-adjust: none"><b><i><span style="font-size:11.0pt;font-family:"Helvetica","sans-serif"">Roy will present on current technology challenges Oregon counselors face including: new changes to HIPAA laws and their impact on counselors,

<p style="-webkit-text-size-adjust: none"><b><span style="font-size:11.0pt;font-family:"Helvetica","sans-serif"">LARRY CONNER</span></b><span style="font-size:11.0pt;font-family:"Helvetica","sans-serif"">, MA, LPC, has been in private practice in Portland for
 22 years and is currently Public Policy and Advocacy Chair of ORCA. Larry was instrumental in the passage of the Practice Act in 2009, which gave LPCs and LMFTs health insurance reimbursement. As the President of OMHCA, he supported the merger of OMHCA and
 ORCA to create a single strong organization representing LPCs in Oregon. Larry has served as the President of COPACT, the lobbying organization working on behalf of LPCs and LMFTs in Oregon. He has presented numerous times on Health Care Reform to help LPCs
 and LMFTs manage the changes that are coming.<o:p></o:p></span></p>
