[ODLC] ODLC 2025-27 content fee increase

Hello, all,

Based on voting by your Governing Board representatives, the ODLC content
fee increase will be 5% each of the next two years.

I recognize the tight budgets within which everyone operates, and the
voting reflected our current challenges. I think what we'll see as a result
are increased waiting times for our digital users (our current average wait
time is 51 days).

One way to offset the increased wait time is to devote funding to your
Advantage Plus collection. Titles licensed through Advantage Plus are
prioritized to your patrons and then made available to all other ODLC
library patrons. To everyone, including those who voted for a higher fee
increase, please consider devoting funds to Advantage Plus.
