The Oregon Health Authority (OHA), Oregon Educators Benefit Board (OEBB), is proposing to amend Oregon Administrative Rule (OAR) 111-010-0015, Definitions. The rule amendment is needed to give OEBB members who are enrolled in OEBB medical coverage, or other employer sponsored group coverage, the opportunity to access their Health Reimbursement Arrangement (HRA) funds through an Integrated General Purpose HRA. The federal regulations permit the allowance of integration with other health plans (just not OEBB) if the individuals whose expenses are being reimbursed through the HRA are enrolled in group medical coverage, the HRA is ACA-compliant.

You are being invited to review this proposed rule amendment and to comment. If you wish to present oral testimony, a public hearing will be held via Microsoft Teams on June 22, 2023 at 10:00 a.m. If you wish to participate, below is the remote rules public hearing information:
