[OGIC] OGIC Charter

I have attached the Word version of the marked up OGIC Charter to this message.  Please feel free to let me know if you think additional changes are necessary, or mark up this version using Track Changes, as you please, and return to me.  You can check the Charter portion of the OGIC minutes<ftp://ftp.gis.oregon.gov/minutes/OGIC/2018/2018.01.19.pdf> if you want to see what we discussed regarding the Charter.  There are three sections that will be removed, as per the minutes, but I didn't remove them here because it makes the document messy.  The sections to be removed before finalization and transferred to the OGIC Strategic Plan later are:  Objectives, Vision (Success Indicators), and Issues Statement.
