Dear OGIC members and interested parties,
I'm writing to update you on Council activities (and to express the hope that you are all enjoying Spring!).
At the Joint Legislative Committee on Information Management and Technology (JLCIMT) meeting held on Thursday, March 14, Cy Smith and I presented the OGIC recommendation and other information about OGIC activities, including the strategic plan. We have received five support letters so far (League of Women Voters, 211 Info, Oregon Workforce Partnership, Portland Metro, and Oregon Association of County Assessors). Those materials are worth reading since they incorporate the fruits of two of the Council's working groups.
The JLCIMT asked us to shorten the presentation related to our recommendation (since we had already covered much of that at the December JLCIMT meeting) and to add information about other OGIC activities. The committee members were all engaged in our presentation and asked quite a few questions. Our part of the meeting lasted for about an hour and 15 minutes. There was considerable interest in the financial aspects of the recommendations, partly because Sen. Johnson is on this committee and is also one of the tri-Chairs of the Ways and Means Committee. For the most part, the JLCIMT members seemed to be receptive to the recommendation in terms of an understanding of the need for consistent, statewide Framework data, but they were struggling with the cost and the means to finance it. They asked for additional background information which we provided. Our understanding is that the JLCIMT Committee Administrator, Sean McSpaden, will be having additional discussions with the JLCIMT co-Chairs to determine next steps; Sean will let us know what to expect.
We will be sending a meeting announcement soon about the next quarterly OGIC meeting to be held in late April. Meanwhile, we have an outreach plan that we are working to implement. I will be in touch with many of you to follow up on outreach activities in the very near future-the Council leadership could really use your help in this critical phase of working with the legislature. Note that we also need to continue to advance work on performance measurement, so we're likely to discuss that at our next meeting.
