It has been brought to our attention by Kathryn Helms, State CDO, that continued funding to realize and implement OGIC’s vision and the intent of the authorizing statute (ORS 276A.500-515) through budget packages (Policy Option Packages – POPs) is not sustainable. OGIC developed funding alternatives in 2019, but those alternatives need to be updated and evaluated. There’s also work to be done to develop a practical plan to implement one or more of those alternatives.



OGIC’s vision is fundamentally about developing the state’s spatial data infrastructure(SDI), which includes complete Framework data statewide, but also includes the resources necessary for all public bodies to have the capability to maintain, access and use that data to provide consistent government services statewide. A complete SDI would also have significant benefits for the other OGIC stakeholders (private sector, non-profits, federal and tribal government, public utilities, and citizens).



For those reasons, I am proposing that OGIC re-allocate part of the 2021-2023 biennial Framework data development program grant funding for the following:



Proposal:  Allocate up to ½ of the FIT data development funding ($250,000 of the $500,000 biennial allocation) to hire a consultant aimed at realizing OGIC’s long term vision.



               OGIC Vision:  Authoritative, reliable geospatial data is available and accessible when and where needed by Oregonians, to support consistent provision of government services across the entire state.



Engagement deliverables:  Needs assessment, Program plan, Update the 2019 financial plan, Stakeholder engagement plan, Implementation plan, and engagement/implementation support as funding permits.



Rationale:

  1.  Plan devised in 2019 didn’t have level of depth or detail sufficient detail to initiate the program or compel legislative funding and support.
  2.   3.  Legislature indicated conceptual support through enactment of ORS 276A.500-515 in 2017 and the recent POP; they await a plan to fulfill the intent of that legislation.
  4.  POPs are not an appropriate or sustainable mechanism to fund development of a statewide SDI.
  5.  OGIC needs a solid plan and significant stakeholder support to take the next step toward fulfillment of its vision, beginning at the 2023 legislative session.



I would like OGIC to make this decision via email so we can move forward quickly. Part of the urgency is that the FIT grant program had to be initiated last week and the organizations that are developing proposals to be submitted by July 9 need to understand that only half the total funding would be available.  Beyond that, the work with a consultant will likely take quite a bit of time, working with all of us and other stakeholders around the state, to be prepared for the start of legislative budget planning in early to mid-2022.



With that in mind, please consider this proposal and send your vote ‘YEA’ or ‘NAY’ directly to me via email no later than close of business June 3. If a majority of voting members approve, we will notify the geospatial community regarding the FIT grant program and begin the process to move forward. We will also need to ratify the decision formally at the July 29 OGIC meeting. If a majority don’t approve based on this email, I will likely call a special OGIC meeting to discuss further, answer questions, etc.  If you have questions now, please don’t hesitate to reach out.
