Request to OGIC:
Please add this to your Oct 30, 2024 agenda as a public comment, for consideration, decision requested.
Please note that Legislative Counsel requests further input, relevant statute and more specific detail. They  will consider additional information, ideally by Nov 1, 2024, and by Nov 8, 2024 at the latest.

This request is for the Oregon Geographic Information Council to review, comment, and optimally collaborate to support passage of legislative action for the 2025 session, to facilitate data sharing in order to develop and maintain a GEOHub app, "Find Your Elected Officials".

This app would apply existing district(s) boundary information to provide a listing of elected officials, their titles, jurisdiction affiliation, and contact information, for Oregon addresses. It would function as the OLIS Find Your Legislator<https://www.oregonlegislature.gov/FindYourLegislator/leg-search.html> does, expanding to include federal to state offices, also county, municipal, and other district information as data for them is and then becomes available and compatible for sharing. We can help to assemble and suggest priority for a helpful "grocery list" of districts to include.

The value of such a function is well-recognized and it fits well with the purpose of GEOHub. We need to find ways to facilitate and incentivize effective data sharing, to enable compatibility. We need your help.

Legislative Concept #2702 for 2025:
This has been submitted as a 2025 Legislative Concept, LC #2702, Chief Sponsor Rep David Gomberg.

Problem:
It is difficult for Oregonians to find out who represents them. Ways to connect should be easy to find! Oregonians should be able to look at a map to pinpoint an area or enter an address on a website, and get a roster of elected officials with their titles and their official contact information, who serve that area, the entities, county, city, and services available. Coordinating district boundaries is challenging but there is agreement that we need to do this.
Solution:
Let's use Oregon's GeoHub<https://geohub.oregon.gov/> to help more Oregonians. Our GeoHub website could host an app to be the authoritative source to connect Oregonians with our services. Let's task GeoHub with a specific project to convene stakeholders to coordinate boundaries to do this.


Relevant Statute:
Legislative Counsel has asked for relating statute to define GEOHub ownership. These have been recommended and your advice is welcome.

*        ORS 276A.515<https://oregon.public.law/statutes/ors_276a.515> State geographic information officer (duties):

o   (e) Taking responsibility for and directing the efforts described in ORS 276A.509<https://oregon.public.law/statutes/ors_276A.509>

o   (j) Consulting and collaborating with, supporting and providing services to public bodies and other stakeholders on projects that are related to geospatial framework data or other geographic information;
