<p class="MsoNormal"><span style="color:#1F497D">Per your guidance at the last OGIC meeting Cy, his staff, and I revised the draft legislative recommendation. This version puts in more detail on outcomes (including pilot projects) and pitches the fee revenue
item as a question for the legislature to answer. We also tried to make the $ ask crystal-clear.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="color:#1F497D">Please recall that the next steps are for Kay, Cy, and I to present our recommendation
<i>as a draft</i> to the JLCIMT in mid-December. A main objective will be to get feedback from the committee and assorted individual legislators to help us fine-tune this for OGIC finalization in January 2019.<o:p></o:p></span></p>
