<div dir="ltr">I am concerned with the language relating to Regional Capacity Building. While some local governments or special districts may choose a regional model for data creation/standardization/maintenance, many will not. For those that would use a regional model, their need is not necessarily created by the entity's size, but rather by existing capacities and priorities. I would prefer that the language emphasize that the regional model is simply an option that some entities may embrace.<input name="virtru-metadata" type="hidden" value="{"email-policy":{"state":"closed","expirationUnit":"days","disableCopyPaste":false,"disablePrint":false,"disableForwarding":false,"enableNoauth":false,"expires":false,"isManaged":false},"attachments":{},"compose-id":"13","compose-window":{"secure":false}}"><div><br></div><div>I also would eliminate the map of proposed regions. Many entities have strong reasons why they may prefer partnering with others in combinations not represented on the map. This partnering should be accomplished through a ground up approach.
