[OMS_MANAGERS] EID Budgets

Baker City has had an EID (as well as BEID) as a steady revenue stream for over 15 years. Numbers from the initial years are not easily obtainable but I'll be glad to share our experience, pros and cons, and the mechanics of our non-profit (HBC Inc.) being the Main Street contractor for the City of Baker City. .
