[OMS_MANAGERS] EID information

We have good success with our EID and we are glad to help other communities
with the process.

We are working on one in Medford as well. Chuck Arnold in Bend was really
helpful in sharing their experience.  They now have only 3% objection and
will be going for their 3rd or 4th one in 2012.

We're in the same boat here in Sandy and we are interested in seeing what
the budgets for non-profit Main Street programs in Oregon look like and also
