[OMS_MANAGERS] Alcohol allowed for events in City Parks?

Albany allows it with a permit. The permit is free, but you have to get it prior to the event. Otherwise alcohol; is not allowed. Without that the Police have no way of dealing with the large groups of homeless that used to take over the parks and get drunk scaring off other people who just wanted to have a quiet picnic.
Note: At the summer concerts in the park downtown, alcohol is allowed after 5pm.

We took it to City Council and they're wanting a survey done to see if other communities allow alcohol in their parks (or perhaps public areas.  They do allow it now, in the community center)
