Thanks to Tracy for the clarification: The EID fails if property owners representing 33 percent or more of the total assessment amount remonstrate. Take a look at the statute beginning at ORS 223.112 http://www.oregonlaws.org/ors/223.112. Depending on your assessment method, owners of large properties can easily kill it if you don't get them on board.
