[OMS_MANAGERS] downtown parking

Negotiating with the City that the tax pays for the permits for the 
businesses, which are generic "Downtown Business Employee" tags. Businesses 
let city know how many ees they have, city gives them the tags, ees use them 
or get tickets (which is how you get them to use them). Believe me, they'll 
use them. The city could have several thousand of those rear view mirror 
hanging tags for super cheap, at most $10,000 of that $440,000. It is a 
compromise that might work. Good luck!
